THIS SYNOPSIS IS A PRE AWARD NOTIFICATION OF THE GOVERNMENT�S INTENT TO AWARD A SOLE SOURCE CONTRACT.� � General Information Document Type:�������� Pre-Award Synopsis Program:��������� ����������� C-130 Propulsion System/T56 Engine Reliability Centered Maintenance (RCM) Technical Support� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Posted Date:��������������� 27 January 2021 Anticipated Contract Award: 30 May 2021 Contracting Office Address Department of the Air Force, AFLCMC/LPK, Tinker AFB, 3001 Staff Drive, Tinker AFB, OK� 73145, UNITED STATES Description The purpose of this synopsis is to notify industry of the Air Forces� intent to award a Sole Source contract directed towards Standard Aero (San Antonio), Inc. with a Cage Code of �1XP69 pursuant to 10 USC 2304(c )(1) as implemented by FAR 6.302-1(a)(2).� The Air Force Lifecycle Management Center at Tinker Air Force Base Oklahoma plan to negotiate an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the acquisition of data collection and analysis for the C-130 Propulsion System RCM program to comply with the requirements of AFI 21-101 and the Air Force Engine Health Management (EHM) program.� The C-130 propulsion system consist of the T56-A-15 and T56-A-15A engines, the Quick Engine Change (QEC) components and both 54H60 and NP2000 propellers.� The contractor shall collect, analyze, and provide RCM analysis reports to the MAJCOMs, OC-ALC and WR-ALC on the C-130 Propulsion System RCM program. The contract is intended to be a three-year contract with a six-month option.� This is a sole source acquisition and award will be conducted and evaluated under the provisions of FAR Part 15.� The responsible offeror must be registered in the online System for Award Management (SAM) Database (available at www.sam.gov).� Lack of registration in SAM will qualify contactor as ineligible for award. Justification:� Services required are available from only one responsible source and no other type of services will satisfy agency requirements.� The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement or submit a proposal.� This notice of intent is not a request for competitive proposals.� However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does NOT own the rights to the proprietary non-commercial software package that is used with the depot maintenance data that combines the appropriate engine component data points with a reliability model representing each sub-item into the full-up assembly with appropriate shop maintenance policies and capability informed, goal-oriented optimization.� The proposed North American Industry Classification Systems (NAICS) Codes are as follows: 336412 Aircraft Engine and Engine Parts Manufacturing with a size standard of 1,500 employees. CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING The current acquisition strategy is to issue a Firm Fixed Price IDIQ with a three-year contract with the inclusion of the six-month option to extend services. �The contemplated period of performance is May 2021 through November 2024.
