Description
This acquisition is for non-personal services. The contractor shall provide operations and maintenance to support operations on a fully functional Primary Training Range (PTR) to meet war-fighter training and readiness requirements. �The Contractor shall provide personnel, training, supervision, and administrative support to perform nine regimes of support encompassing facility maintenance, aerial gunnery and bombing ranges, ground training ranges, Military Operations in Urban Terrain (MOUT) sites, electronic/technology, scheduling, wildland fire management, paramedic, and Situational Force (SITFOR). These regimes include all operations, maintenance and support (OM&S) for MAFR. MAFR consists of Electronic Warfare Range (EWR), Air and ground ranges, ground training facilities, and administrative facilities. MAFR provides a wide of range operations and training capabilities offered to users within the Air Force. In addition, the Contractor is responsible for supporting operation and maintenance of all range equipment including vehicles and heavy equipment used to support the operations of MAFR.� MAFR is a PTR accommodating multiple types of air-to-surface, surface to air, and ground training. MAFR consists of 70,010 acres and contains target arrays, MOUT sites, landing zones (LZ), dudded and inert impact areas, threat simulators, weapons scoring systems, and provides Service Class A and C range capabilities. MAFR supports all Department of Defense (DoD) and non-interfering civilian agency training requirements. Notice of Pre-proposal Site Visit: A pre-proposal Site Visit will be conducted at MAFR for the purpose of answering questions regarding this solicitation. The Site Visit will be held on 5 February 2021 beginning at 0800 MST. Anticipate the Site Visit to be an all-day event.�Interested parties must submit the names of all attendees (not to exceed 2) to the POCs listed in this notice no later than 1400 MST on 22 January 2021. In addition, the names of attendees must also include the following information: - Origin Location:�City, County and State from which each attendee is traveling. - Method of travel (Car, Flight, etc.) - If the attendee has traveled outside of their origin location in the 14 days prior to attending the Site Visit. If the attendee has or will travel outside of their origin location in the 14 days prior to attending the Site Visit, please provide location and method of travel. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Offerors are requested to submit questions to the point of contacts identified in the solicitation not later than five (5) days after the pre-proposal site visit. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the site visit shall be made and furnished to all prospective offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. Amendment 0001 � The purpose of this amendment is to: Revise Attachment 18 � 52.212-1 Addendum, section I.A, paragraph 12 (see Attachment 18 � 52.212-1 Addendum_Rev 1_20 Jan 21). All other terms and conditions remain unchanged.�The deadline for question submission and proposal submission have not been changed.
