- The purpose of this Sources Sought notice is to obtain information on the availability and features of commercially available Portable Bio-Generation Plant (also known as a biomass gasification plant) for the Yosemite National Park, in Mariposa County, CA. This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. The National Park Service (NPS), Pacific West Regional Office is seeking to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 221117, that can provide a Portable Bio-Generation Plant that adheres to the following specification: Physical: Footprint - Maximum dimensions of the footprint when in full operation are 30 feet by 40 feet. Portable - Must be able to be moved on flat-bed trailer no greater than nine feet wide and 48 feet long in one or several pieces in one load. Equipment must be able to be transported on California highways without the need for temporary road closures or wide load escort vehicles. Functional: Assembly - Some onsite assembly of the equipment is acceptable. Assembly shall be accompanied with service and assembly manual or company representative. Assembly should take no more than 2 days with 2 people with no special mechanical skills required, outside of the training provided by the contractor. Service manual - A service manual shall be provided that details operation of the equipment and how to perform regular maintenance, maintenance schedule, and troubleshooting. Performance: Input material - Must be able to process wood chips of the following species incense cedar, ponderosa pine, lodgepole pine, red fir, Douglas-fir, white fir, sugar pine, live oak, and black oak. Must be able to tolerate pine needles. Input rate - Equipment must be able to sustain the processing of at least 500 pounds of wood product per hour for 10 hours. Output - Biochar shall be the primary output product. Product may not openly burn, or outgas flammable gasses. Exhaust equivalent to a motor vehicle is acceptable, provided it poses no potential for external ignition. Automation - Equipment must be able to perform unattended and not require standby fire personnel. Equipment must have automatic power-down to prevent fire. Equipment must shut down automatically when out of fuel or wood chips with no injury to the equipment. Self-feeding - Equipment must be able to self-feed, either through a conveyor belt, or large hopper. Interface - Equipment shall have a digital or analog interface that shows at a minimum run time, volume or tonnage input, volume or tonnage output, fluid levels, and error messages or error codes. Error codes or error messages must match service/user manual. Fire Restriction - Equipment must be outfitted with a spark arrestor on internal combustion engine or otherwise meet the requirements of California Code PRC 4442. No external combustion is allowable. Emissions - Equipment must meet performance standards of California Air Resource Board (CARB) for San Joaquin, Tuolumne, and Mariposa Air Resource Control Districts. Performance standards are based on engine and output and can be found on the CARB website. SOURCES SOUGHT Responses should include the following: 1. Letter/Statement of Capabilities that addresses ability for your company to meet the aforementioned Physical, Functional, and Performance characteristics of the Portable Bio-Generation Plant, not to exceed 10 pages. Do NOT include the following in the response: 1. Do NOT submit formal proposals or offers; 2. Do not submit requests to be considered for award or to be notified of a future solicitation; 3. Do not submit requests to be added to a mailing or distribution list; 4. Do not submit questions or comments not related to the Sources Sought; 5. Do not respond via telephone QUESTIONS: Any questions for clarification may be emailed to peter_passe@nps.gov. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary information. An unattributed list of questions and answers will be published at the same web location of this Sources Sought Announcement. All questions shall be submitted by January 31, 2021 by 1100 pacific time. Please have all Responses submitted by February 11, 2021 at 1100 pacific time.
