- �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95021Q00042 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The rationale for the brand-name justification is based on the essential characteristics of Tecan Spark with Fusion Optics technology which utilizes various software and cell imaging components combining dual monochromators and filters for both excitation and emission which allows independent selection between filters and monochromators for both excitation and emission. Moreover, it enables high sensitivity fluorescence-based detection modes � including standard top and bottom measurements, TRF, FRET, TR-FRET and FP, all of which are used at Assay Development and Screening Technology (ADST) laboratory which typically involve the use of different instruments, here combined in a single instrument. The optics configuration combined with temperature control (both heating and cooling) is required for the low volume 1536-well plate formats, temperature-sensitive assays developed in the ADST lab. The instrument software provides the ability to select monochromator wavelengths on the fly giving significant latitude in the fluorophores that can be chosen on assay designs. In addition, the instrument provides luminescence-based detection, another highly used detection modality.� Importantly, the device provides a means to make absorbance-based, small volume (2 ul) nucleic acid and protein quantifications. (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-02 dated November 23, 2020 (iv)������ The associated NAICS code 334516 and the small business size standard is 1000 employees. This requirement is set aside for small business. (v)������� Supplies or Services and Prices The National Center for Advancing Translational Sciences (NCATS) Assay Development and Screening Technology (ADST) has a requirement for a Multi-modal Temperature-controlled Microtiter Plate Reader Tecan Spark with Fusion Optics technology (Brand Name) in order to accommodate the NCATS lab�s fluorescence-based assay development needs. (d) The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government must then determine that the total price is fair and reasonable, taking into consideration any price reductions offered by the Quoter. Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount.
