- REQUEST FOR INFORMATION (RFI) #95332421K0005 FACILITATED GOVERNANCE REFORM CONTRACTOR SOLOMON ISLANDS THRESHOLD PROGRAM Overview The Government of the United States of America, via the Millennium Challenge Corporation (MCC), and the Solomon Islands Government (SIG) expect to sign a Threshold Program Grant Agreement (Grant) in 2021 totaling US $23 million to support a 4-year program with the objective of implementing policy and institutional reforms that lead to a reduction in poverty through economic growth in Solomon Islands. The 4-year timeline for this program is expected to begin in April 2021. The Solomon Islands Threshold Program consists of two projects: the Accessing Land for Tourism Investment Facilitation (ALTIF) Project and the Forest Value Enhancement Project (FoVEP). MCC is assessing the feasibility of procuring services of a contractor to support the SIG to oversee the projects, address issues that arise, and adapt solutions to fit local context as part of a Facilitated Governance Reform Activity. Problem Driven Iterative Adaptation (PDIA) is one such approach that may be appropriate for this activity, but MCC is receptive to similar approaches. The focus of this activity is not to provide solutions, but rather to facilitate teams of local actors to work together, identify solutions, and make progress towards addressing the complex problems that inhibit meeting the program objectives. Nevertheless, we also desire the contractor to be able to provide or procure technical expertise on an as needed basis and when local teams clearly articulate needs and demand. � The objective of this RFI is to gauge the interest of organizations in bidding on a contract and to assess the capabilities (alone or in partnership) of such organizations to meet the needs of this requirement. The Facilitated Governance Reform contractor would be supplying services across both the ALTIF and the FoVEP activities as further described in the attached document. Submitting a Response to the RFI: After reading the�RFI document below, please respond to the questions listed under parts A and B in the ""Requested Information"" section. The final package, including responses to A and B, should not exceed 12 pages in length. This is a Request for Information (RFI) and not a Request for Quotations and is not to be construed as a commitment by MCC to issue a solicitation or to pay for any cost incurred in the preparation and submission of responses to this RFI. Responding to this RFI will not bestow an advantage on any firm or organization in any subsequent procurement and will not lead to an organizational conflict of interest. Responses will strictly be held confidential (within MCC�s country and procurement teams) and will be used for market research purposes only. Questions regarding this RFI may be submitted via email to Ms. Cindy Guo at guoc@mcc.gov and Ms. Jacqueline Naranjo at naranjoj@mcc.gov by 3:00pm (ET) on January 14, 2021. MCC will review questions received and upload responses to this posting. Please send responses to this RFI via email to guoc@mcc.gov and naranjoj@mcc.gov with the subject title �Response to RFI #95332421K0005,� no later than 12:00pm noon (ET) on February 1, 2021. You will receive an electronic confirmation acknowledging receipt of your response. After submission of the RFI responses, MCC may request additional information from some or all RFI respondents individually to further clarify the input provided. Please note: MCC does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Although the terms �quotation� and �bid� may be used in this Request for Information, your response will be treated as information only. It shall not be construed as a quotation. This RFI is issued for the sole purpose of conducting market research and gathering feedback on MCC�s draft requirements.
