Description
Notice of Intent for Sole Source Award � Jupiter Carlin Turtle Nests.� SOLE SOURCE ANNOUNCEMENT 1.� Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to Loggerhead Marine Life Center located at 14200 US-1, Juno Beach, FL 33408, United States. 2.� Description of Services a. Through a firm fixed price services contract, Loggerhead Marine Life Center is to survey nesting Threatened and Endangered (T&E) sea turtle species at the project footprint and adjacent beach of the Palm Beach County Jupiter Carlin Project b. The Contractor shall perform daily, early-morning sea turtle surveys, between sunrise and 9 a.m., for marine turtle nesting activity for post construction surveys beginning on March 1 and continue through November 30, or until 2 weeks after the last documented crawl (once electronic concurrence is received from USFWS and FWC per the SPBO. c. �Contractor shall monitor the beach for escarpments, erosion, other beach conditions, hatchling disorientation, and other pertinent factors that threaten nesting success; and reproductive success.� Surveys will be performed in compliance with the FDEP JCP permits and the 2015 USFWS Statewide Programmatic Biological Opinion. d. At each station, the cone penetrometer shall be pushed to a depth of 6, 12, and 18 inches three times (three replicates).� Material may be removed from the hole if necessary to ensure accurate readings of successive levels of sediment.� The penetrometer may need to be reset between pushes, especially if sediment layering exists.� Layers of highly compact material may lie over less compact layers.� Replicates shall be located as close to each other as possible, without interacting with the previous hole and/or disturbed sediments The NAICS code is 541620 3.� Authority 10 USC 2304(c) (1) or 41 USC 253(c) (1); FAR 6.302-1:� Only one responsible source and no other supplies or services will satisfy agency requirements �4.� Reason for Sole Source� �A sea turtle monitor is required and must be permitted by the state. Under Florida Statute 379.2431 (1) and Florida Administrative Code Rule 68E-1, the FWC can only issue a permit for sea turtle conservation work if there is a need for that activity. On beaches where FWC has already issued a permit to an individual, organization, or firm to conduct nesting surveys, the FWC does not issue a second permit unless additional activities not being conducted by the existing permit exist. Loggerhead Marine Life Center is the sole permit holder for turtle monitoring for the Jupiter Carlin Turtle Nest Project. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 PM Eastern Time on January 22, 2021. Inquiries will only be accepted via email to james.t.vinson@usace.army.mil and CC gerald.l.garvey@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
