This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 541370, with a small business size standard of $15 million. STATEMENT OF WORK 1. General Project consists of finalizing the Ohio Archaeological Inventory (OAI) from the 2014 Archaeological Resource Survey conducted for the Dayton VAMC campus (attached in Section 7). The contractor shall prepare the OAI forms for each identified archaeological site. In addition, the contractor shall prepare a Historic American Buildings Survey (HABS) package for submission to the National Park Service. The work is to be performed at the Dayton VAMC, 4100 W. Third Street, Dayton, OH 45428. 2. Scope 2.1. Work includes all labor, material, equipment, and supervision for finalizing the OAI from the report Phase 1 Archaeological Resource Survey, conducted under contract with Labat Environmental, Inc (dated May 23, 2014). The abstract of the report is included here: 2.1.1. [The] report presents the results of a Phase I archaeological resources survey of the Dayton VAMC located in the City of Dayton, Montgomery County, Ohio. The United States Department of Veterans Affairs retained Labat Environmental Inc. to conduct the work under contract VA101CFM-P-0095, Task VACFM05-0008. The Phase I work included conducting background research on the Dayton VAMC site and vicinity, a pedestrian survey of the facility, subsurface testing of specific areas within the facility, and the preparation of this report. 2.1.2. One previous cultural resources study has been conducted within the Dayton VAMC location and one previously recorded archaeological site (33MY879) is located with the facility boundary. Historic maps indicate the Dayton VAMC location had not been developed prior to the construction of the VAMC facility. Aerial images of the Dayton VAMC site location indicate a gradual alteration of the landscape at this location, through demolition and construction of buildings, expansion of paved surfaces for parking, and the construction of US Route 35 at the south end of the facility boundary. 2.1.3. The field survey identified 15 previously unrecorded archaeological resources and updated 1 previously recorded archaeological site (33MY879). The newly identified resources include 14 archaeological sites (33MY903 through 33MY916), 11 of which are historic and 3 of which contain historic and prehistoric components, and 1 historic isolate (33MY917). All of the newly identified archaeological resources were evaluated and found not eligible for listing in the National Register of Historic Places (NRHP). Previously recorded site 33MY879 was originally recommended not eligible for NRHP listing; this recommendation has not changed. Because none of the resources identified as part of this Phase I survey were recommended eligible for listing on the NRHP, no further investigation is recommended for these resources. 2.2. Sites 33MY903 through 33MY917 are the focus for this work. The contractor shall complete all work necessary for preparation of the OAI forms for each site and submit drafts to the Contracting Officer and Contracting Officer s Representative (COR) for their review. Upon approval from the COR, the contractor shall make electronic submission of all forms to the Ohio Historic Preservation Office. Working with the COR, the contractor shall resolve any corrections required for package approval by the Ohio Historic Preservation Office. 2.3. Work shall also include all labor, material, equipment, and supervision for preparation of a HABS package for submission to the National Park Service. The HABS package shall be prepared for buildings 220 and 221, formerly located on the Dayton VAMC campus. These buildings, designated as Hospitality House and Resident Engineer s Building, respectively, were demolished and removed prior to construction of building 425, Fisher House, in 2017. 2.4. HABS documentation usually consists of measured drawings, large-format photographs and written data that highlight the significance of a building, site, structure, object or landscape. This documentation acts as a form of insurance against fires and natural disasters by permitting the repair and, if necessary, reconstruction of historic resources damaged by such disasters. It is also used for scholarly research, interpretation, and education, and it often provides the basis for enforcing preservation easement. HABS documentation is often the last means of preservation of a property; when a property is to be demolished, documentation provides future researchers access to valuable information that otherwise would be lost. Drawings, photographs, and other data are available in Engineering Service, Dayton VAMC. 2.4.1. Documentation shall adequately explicate and illustrate what is significant or valuable about the historic building, site, structure, object or landscape being documented. 2.4.2. Documentation shall meet the requirements for HABS Level II content: 2.4.2.1. Drawings -- select existing drawings, where available, may be photographed with large-format negatives or photographically reproduced on Mylar in accordance with the U.S. Copyright Act, as amended. 2.4.2.2. Photographs -- photographs with large-format negatives of exterior and interior views, or historic views where available, and produced in accordance with the U.S. Copyright Act, as amended. 2.4.2.3. Written data -- history and description 2.5. The contractor shall complete all work necessary for preparation of the HABS documentation and submit the final package electronically (to the greatest extent possible) to the Contracting Officer and facility Point of Contact (POC). Upon final approval, the contractor shall transmit the package to the National Park Service, and follow-up on any corrections required for final approval by The National Park Service. 3. Design Guidance 3.1. The contractor shall ensure that: 3.1.1. All archaeological work is supervised by an individual or individuals meeting the Secretary of the Interior s Professional Qualifications Standards for Archaeology (see https://www.nps.gov/history/local-law/arch_stnds_0.htm). 3.1.2. All work relating to buildings, structures, and designed landscape features is supervised by an individual or individuals meeting the Secretary of Interior Professional Qualification Standards in Architecture, Historic Architecture, History, or Architectural History (see https://www.nps.gov/history/local-law/arch_stnds_0.htm). 3.1.3. All work shall also conform to standards and accepted practices as set forth by the Ohio Historic Preservation Office (see https://www.ohiohistory.org/preserve/state-historic-preservation-office). 3.2. For this project, Office of Information Technology (OIT) certification and accreditation requirements do not apply, thus a security accreditation package is not required. 4. Quality Control 4.1 The Contractor shall submit progress schedules, quality assurance/control plans, and other associated plans and schedules in accordance with VA guidance and project specifications. The Contractor shall meet with the CO and/or COR before any work is begun on the project. The Government shall furnish any historic documents, photos, artifacts, and reports on the subject areas and buildings to the fullest extent possible. 4.2. In the case of conflicts or discrepancies within or among the contract specifications and project requirements, the better quality, more stringent, requirements or greater quantity of work, as determined by the Government, shall be provided. 5. Submittals 5.1. Completed OAI forms shall be prepared for each of the sites 33MY903 through 33MY917. Each of these 15 form packages shall be submitted electronically in PDF format for review by the CO and COR. Upon final approval, each form package shall be uploaded electronically through the Ohio Historic Preservation Office. 5.2. The HABS package shall be prepared for former buildings 220 and 221, and submitted electronically (to the greatest extent possible) in PDF format for review by the CO and COR. Upon final approval, the HABS package shall be submitted to the National Park Service. 5.3. The Government shall have 14 calendar days to review each submission. In the event that a submission is rejected, the Contractor shall resubmit the materials specified in the prior submission, revised according to the comments made by the State of Ohio, National Park Service, or VA resulting from the prior review(s). 6. Performance Period 6.1. All documents prepared for submission to the State of Ohio and National Park Service shall be completed and ready for submission within 90 days from Notice to Proceed. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. Evaluation: Award shall be made to the lowest price technically acceptable. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government s choice before issuing a purchase order. The Contracting Officer will not negotiate with any quoters other than those that represent the best value to the Government and will not use the formal source selection procedures described in FAR Part 15. The Contracting Officer may issue a purchase order to other than the lowest priced quoter. The Government may award a contract resulting from this solicitation to the lowest price technically acceptable quote. The following factors shall be used to evaluate quotes: Price: Lowest price technically acceptable and determined fair and reasonable within market pricing. Technical: Information from the vendor s quote, capability statement, and past performance shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services in accordance with the Statement of Work in a timely and efficient manner. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes shall include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoter shall list exception(s) and rationale for the exception(s).
