- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with American Indian Higher Education Consortium under the authority of FAR 13.106-1(b), Soliciting from a single source. The American Indian Higher Education Consortium (AIHEC) is a unique�and uniquely American Indian�organization. It was founded in 1973 by the presidents of the nation's first six Tribal Colleges, as an informal collaboration among member colleges. Today, AIHEC represents 37 Tribal Colleges and Universities in the United States; and our member institutions serve over 27,000 students from more than 250 tribal nations. AIHEC serves the mutual needs of its members by: a. fostering the development and maintenance of the highest standards of quality education for American Indians and Alaska Natives by improving accessibility of education programs; b. increasing the amount of funding and expanding the number of public and private sector funding sources to obtain the highest level of financial support to our TCUs; c. serving as a liaison between TCUs and the Federal government d. conducting research and data collection activities to support TCUs development and programs; e. gaining public recognition and support of TCUs nationally; f. meeting the critical technical assistance needs of our members; g. promoting leadership within the TCUs movement; h. expanding opportunities through technology; i. encouraging greater participation by American Indians in the development of higher education policy; and j. increasing involvement with international higher education organizations to facilitate the exchange of information and ideas among indigenous groups The anticipated period of performance will be from October 2020 � September 30. 2021. The total anticipated cost is $27,634.00. The period of performance will be for a year, delivery date September 30, 2021. No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 813990.
