Description
This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through RFP procedures under FAR 15 and other FAR Parts and Subparts as applicable. The Southeast Louisiana Veterans Healthcare System (SLVCHS) New Orleans, Louisiana has a requirement to design and build (Design/Build) project for Fire Alarm System Replacement. The contractor shall provide all labor, supervision, equipment, material and resources necessary to design and build (DB) a fully functional, error-free, addressable fire alarm and suppression system within SLVHCS. All components must function completely as a whole system. The contractor for this design shall provide all necessary investigation, verification of as-built conditions, development of specifications, development of cost estimates, development of construction documents, and contract administration for the execution of the project referenced above. The DB firm shall review all product submittals for construction plan compliance, offer recommendations to the VA concerning all submittals, conduct site visits, review requests for information (RFI), maintain and produce accurate post construction documents for submission to the VA. The tentative date for issuing the RFP is on or around November 3, 2020, with proposals due approximately 30 calendar days later on-or-around December 3, 2020 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 30 calendar days or less after receipt of proposals. The Contract Performance Period is 365 calendar days after issuance of the Notice to Proceed. Location of the work is as following: Southeast Louisiana Veterans Healthcare System Network Contracting Officer (NCO) 16 2400 Canal St, 2nd floor Central Energy Plant (CEP) Building New Orleans, LA 70119. NAICS Code 236220 (Commercial and Institutional Building Construction) is applicable to this RFP and the Small Business Size Standard is $39.5M. The Construction Cost Range for this project (Magnitude of Construction) is between $500,000 and $1,000,000. Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit. Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. The RFP number for this project is 36C25620R0159. The RFP will be posted and can be downloaded (without charge) from the Contract Opportunities section at Beta SAM (https://www.beta.sam.gov). Amendments to this RFP will not be mailed but will be posted at the Beta SAM website. Offerors are responsible for obtaining the RFP (and associated documents/attachments) from the Beta SAM website and for acknowledging all Amendments to the RFP. It is the responsibility of all interested offerors to check the Beta SAM website as necessary for any Amendments to the RFP (to include the day bids are due). In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility in the Vendor Information Pages (VIP) database on the U.S. Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization s VIP website (https://www.vip.vetbiz.va.gov/) and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo. To be considered for award, SDVOSB concerns must be registered and verified in the VetBiz Registry as a SDVOSB and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo . SDVOSB concerns must also be registered in the System for Award Management (SAM) database and must have a current VETS-4212 Report on file atĀ www.dol.gov/vets/vets4212.htm in order to submit offers and be eligible for award.
