Description
The Library of Congress (LC) Library Services (LS) is planning to upgrade its integrated library system (ILS) in FY 2021. The LC ILS uses Voyager software, a product of Ex Libris Group. In order to ensure an efficient upgrade, reduce down time for staff, and reduce the risk to data integrity and system availability the ILS Program Office requests upgrade services from Ex Libris. The LC ILS is an enterprise-wide, mission critical system that is supported by test, staging and production servers in the Library�s production domain (DC2). The upgrade will be conducted by the vendor�s engineering staff, who will upgrade all database servers to Oracle 19 (or higher) from Oracle 12; install all versions of Voyager from the 10.1.0 release to the 10.X release; run data scripts and diagnostic tools; and re-generate all indexes.��This work will upgrade all Voyager databases and public access catalogs on all ILS servers. Please see the draft Statement of Work (SOW) with is in the ""Notice of Proposed Sole Source Voyager Upgrade"" attachment�for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to Ex Libris Group. Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 4:00 pm January 28, 2021 and emailed to bmatsuoka@loc.gov. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Ex Libris Group is posted with this notice.
