Bus Overhaul for Grand Canyon National Park GENERAL INFORMATION Document Type: THIS IS A SOURCES SOUGHT NOTICE ONLY Posted Date: January 5, 2021 Response Date: January 15, 2021 NAICS Code: 811111, General Automotive Repair PSC Code: J025, Maint/Repair/Rebuild of Equipment- Vehicular Equipment CONTRACTING OFFICE INFORMATION National Park Service Regional Office Serving Interior Regions 6, 7 & 8 The work described will be performed for Grand Canyon National Park This sources sought, in accordance with FAR Part 10, is to conduct market research on industry capability to perform a comprehensive bus overhaul on ten 2008 compressed natural gas (CNG) buses for the Department of Interior, National Park Service, at Grand Canyon National Park. This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. If you are interested, please submit your detailed capabilities in writing to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. Misrepresentation of size status can result in penalties (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108). Please refer to current SBA guidance and Title 13 Part 126 Subpart B of the Code of Federal Regulations (CFR) regarding HUBZone firms. All firms should be registered and certified in the System for Award Management (SAM) which can be found at www.sam.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. PROJECT DESCRIPTION: Overhaul of ten Grand Canyon National Park 2008 compressed natural gas (CNG) buses. The ten CNG buses (C40LF) were purchased in 2008 and built by New Flyer Industries, Inc. The buses have between 310,000 and 370,000 miles. They are utilized and stored at the South Rim of the Grand Canyon in Arizona. The Contractor must safely and successfully perform the work outlined below on each of the (10) 2008 CNG buses unless otherwise noted: � Remove, rebuild, and reinstall the 8.3L CG280 Cummins, rear-mounted engine. The current engines have aluminum pistons, so they will need to have steel pistons installed as part of the rebuild. The rebuild will include replacing the rods and main bearings, piston rings and gaskets, radiator, coolant hoses, and cooling fan and motor. Other components, including, but not limited to, the engine block, injectors, cylinder head, turbo, fuel pump, and fuel and oil filters, will be incorporated into the rebuild if necessary. The rebuilt engines must be compatible with all other bus components. � Remove current transmission and install a remanufactured transmission. The remanufactured transmissions shall meet the OEM�s remanufacturing and the Federal Trade Commission guidelines. The current transmissions are Allison B400R transmissions. The remanufactured transmissions must be compatible with all other bus components. Full warranty info must be provided. � Remove current batteries and install comparable new batteries to the current ones. Each bus requires two batteries. Current batteries are Interstate brand 8MHD. � Remove all current passenger seat inserts and replace them with new vinyl seat inserts. The current 39-passenger seats were manufactured by American Seating and have cloth-covered inserts. The current passenger seat inserts are AMS ECO 1SHC18LOBNONMQQ. � Remove the current driver seat cover and replace it with a new cover. The current driver seat is a Freedman Seating Company USSC G2ELPQR P1M. The seating and back is cloth and the sides are vinyl. Replace any needed seat padding and support material. � Inspect the rear axle differential and hub assembly. If necessary, repair and/or replace any needed components. Clean according to industry standards and inspect all components within the rear axle differential and hub assembly and the driveline and ujoint assembly. Each bus has a MAN HP-1352-B rear axle with planetary final drive and ABS equipped � Inspect the driveline and ujoint assembly. If necessary, repair and/or replace any needed components. � Inspect the air conditioning system. If necessary, repair and/or replace any needed components. Clean according to industry standards and inspect all components within the air conditioning system. Each bus has a ThermoKing air conditioning unit. The units are helical lobed screw compressor, S391 rotary type. � Inspect the brake system. If necessary, repair and/or replace any needed components. Clean according to industry standards and inspect all components within the brake system. Each bus has an air brake system that is a shoe to drum type. The shoes are pressed up against the drum with an �S� cam that rotates against the rollers on the shoe. The rear brake chamber is a Maxi-Brake. The front is a diaphragm and is a type 20. The auto slack adjusters are Haldex. � Ensure the batteries are charged throughout the overhaul process and fully operational when the buses are returned to the South Rim. � OPTION: Automated Passenger Counter This option will be exercised if doing so is determined to be in the best interest of the Governement. The current door sensors/passenger counters do not work properly on the ten 2008 buses. If the automated passenger counter (APC) option is exercised, the Contractor will remove the current door sensors and install new sensors that are compatible with the existing automated vehicle equipment and APC software. The current door sensors are made by InfoDev and work with the Clever Devices DR600 installed on each bus. The software currently used to support the APC was developed by Urban Transportation Associates. All replacement parts must be new. All new components must be fully functioning, compatible with existing components, and free of any defects. The Contractor must have access to a facility or facilities capable of safely and successfully performing the services and work outlined above. The Contractor must provide all the parts, tools, wiring, and other equipment necessary to safely and successfully perform the services and work outlined above. The Contractor must provide qualified, trained personnel, who can safely and successfully perform the work as outlined above., in accordance with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements and industry standards. This includes personnel who can transport the buses from the South Rim to any off-site facilities and back to the South Rim after the overhauls are complete. Project Location: All ten buses are currently located at the South Rim of the Grand Canyon in Arizona. All work will be performed at a location(s) identified by the selected contractor and determined to be acceptable by the Government. The Contractor is responsible for ensuring the safe transport of the buses to and from any off-site facility. The South Rim of the Grand Canyon is the point of origin for the buses and where they will need to be transported upon completion of the overhauls. If more than one off-site facility is utilized, the Contractor is responsible for the transport of the buses between these facilities. The Government anticipates award of one (1) firm-fixed price contract. All relevant input is encouraged. The formal closing date for this Sources Sought is 5:00 PM Mountain Standard Time on Friday, January 15, 2021. No extensions will be granted.
