- The California Air National Guard (CA ANG) intends to issue an Invitation for Bid (IFB) to award a single firm fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary�for�the�installation of the following: two (2)�3-ton capacity�top running single girder hoists�that run on a 6-ton bridge, capable of operating independently or in sync in�the jet engine shop room 149 in�Building 652; one (1)�5-ton capacity�top running�single girder�crane�in the�air terminal�warehouse room 145, and one (1)�2.5-ton monorail crane with underhung hoist and�trolly�in the air crew storage�room�115�in Building 665�at Moffett�Air National Guard Base (Moffett�ANGB), Santa Clara County, California.� The construction/contract duration is�270�calendar days after Notice to Proceed (NTP) to include inspection and punch list, which provides adequate time, also allowing adequate time for coordination for use of the space in�Buildings 652 and 665�with the�aircraft maintenance�and�aerial port personnel, respectfully, that use the spaces as may be necessary to ensure the mission of the 129th Rescue Wing is not degraded.� The North American Industry Classification (NAICS) Code is 236220,�Commercial and Institutional Building Construction, with a Small Business Administration size standard of $39.5M.� Pursuant to Federal Acquisition Regulation (FAR) 36.204,�Disclosure of the Magnitude of Construction, the magnitude of this project is between $1,000,000 and $5,000,000.� The tentative date for issuing the solicitation is on or about �5 February 2021.��The tentative date for the pre-bid conference and site visit is on-or-about�20 February 2021, 11:00 a.m. local time at the Composite Aircraft Maintenance Facility (Building 662) at Moffett Air National Guard Base.� For orientation purposes the nearest GPS address to the installation�s main gate is:� Moffett�FederField�Golf Course, Moffett Federal Airfield, California 94035.��� All interested contractors will be expected to pre-coordinate security access for the pre-bid conference posted in the solicitation.� Failure to pre-coordinate will result in denial of base access.� �Same day� changes to approved access rosters will not be possible.� Interested contractors prepared in advance with confirmed pre-coordinated access will report to the Moffett ANGB main gate to be directed to the pre-bid conference.� The site visit will follow the pre-bid conference.� Interested contractors are strongly encouraged to attend both and shall follow any other conference registration and base access requirements posted in the solicitation.� Any�questions for the pre-bid conference�must be submitted by 4:00 p.m. local time two business days prior to the event via email to Senior Master Sergeant Paul (Nick) Ochs (paul.ochs.1@us.af.mil).� Please direct all�security access coordination�through�MSgt Jose Hernandez (jose.hernandezleon.1@us.af.mil) no later than five (5)�business day prior to the event.� The bid opening date is scheduled for on-or about�15�March�2021.� Actual dates and times will be posted in the solicitation.� Interested offerors must be registered in the System for Award Management (SAM).� To register go to: https://www.sam.gov/portal/public/SAM/.� You will need your DUNS number register.� Instructions for registering are on the web page.� The solicitation, associated information and the plans and specifications will be available only from the Contract Opportunities module (formally Federal Business Opportunities or�FedBizOps) of the Beta SAM website (https://beta.sam.gov/).� Contract Opportunities is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.� Interested bidders/offerors must register with at the Beta SAM website before accessing the system (please note the registration for access to the secure site could take approximately 15 business days.� PLAN ACCORDINGLY!).� Reference the site�s Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents.� Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on SAM.� See video in Vendor Guide at 3.3 for using advanced functions for further information.� Bidders/offerors who have registered with SAM must access the data for this solicitation with their MPIN.� Bidders/offerors cannot log into the beta.sam.gov home page and search for data.� DISCLAIMER: The official plans and specifications are located on the official government web page and the Government is not liable for information furnished by any other source.��Amendments, if/when issued will be posted to https://beta.sam.gov/ for electronic downloading.��This will normally be the only method of distributing amendments prior to closing;
