Page 1 of Page 2 of 20 Page 1 of THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 541519 Other Computer Related Services 3. Interested and capable Contractors should respond to this notice no later than January 4, 2021 by providing the following via email only to danielle.carroll4@va.gov (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to provide STRAX, Hiperwall, and Audio/Video On-Site Support for Veteran Administration of Greater Los Angeles Healthcare System (VAGLAHS). Please refer to the Statement of Work for the specifications for the requirements. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127.  7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. STATEMENT OF WORK (SOW) 1. Contract Title. STRAX, Hiperwall, and Audio/Video On-Site Support 2. Background. The VA GLA Emergency Management Department has multiple systems that need to function seamlessly together. If one system is experiencing technical issues it affects the others. It s imperative that VA receives support from one provider that is an expert on all of the systems in order to keep everything running smoothly for day to day and emergency operations. VA GLA has tried using multiple vendors simultaneously and it s proven to cause more problems and delays in keeping the below specified technical systems operating at maximum efficiency. 3. Scope. The goal of this contract is to cover 24/7/365 remote/on-site support and weekly maintenance for 3 main technical areas/systems at VA GLA. 1. STRAX Intelligence Platform 2. Hiperwall Video Distribution System 3. Audio/video systems in Building 222 and Executive Conference Room 6400 in Building 500. 4. Specific Tasks. 4.1 STRAX Intelligence Support and Training STRAX Intelligence is the current Event Management Platform utilized by the VA GLA s Emergency Management Department and Police Department. Ongoing training and support is necessary to keep existing personnel up to date and current on new features along with ongoing education dedicated to subject matter experts. Tasks Subtask 1 Training New Personnel. Onboarding of new employees in order to bring all personal current and operating at the same level of confidence. Subtask 2 - Weekly or as needed Field Training. Table Top and Field Training Exercises will be conducted on site in Building 222 and operated in various locations throughout the VA GLA campus for all STRAX Intelligence current and prospective users. Subtask 3 Emergency On-Site Support. When the facility deems a critical incident has started, an L2 Support instance will be initiated and a technician will be dispatched for on-site incident event support. The technician will be responsible for assisting with the STRAX operations and connectivity of all assets associated with the STRAX Intelligence platform. Subtask 4 PoDD Maintenance. Updates and service to the Portable Datalink Devices (PoDD) including embedded Dejero Mobile Gateways. Subtask 4 Autel Robotics Aerial Assets Maintenance. Routine maintenance of all Autel Robotics Drones 4.2 Hiperwall On-Site Support and Maintenance Hiperwall is a closed system without internet access (no external access) that acts as the video distribution backbone for the VA GLA's Emergency Operations Center (Bldg. 222), Conference Room 204 (Bldg. 222), Police Communications Room 205 (Bldg. 222), and Executive Conference Room 6400 (Bldg. 500). Hiperwall is a mission critical component to these rooms and must function at maximum efficiency when an emergency event occurs. Do to the lack of external access physical on-site support is a necessity in order to update and maintain the system. This service contract includes the following support. Tasks Subtask 1 Physical On-Site Regular Maintenance. Regularly scheduled maintenance and service necessary to keep the system's software current, up to date, and operating optimally Subtask 2 Physical On-Site System Optimization. All software and associated hardware will be inspected and optimized on a regular basis. Subtask 3 Software License Maintenance Contract Renewal. Software Licenses will be kept current allowing for all software updates without the need to purchase licenses from an additional vendor Subtask 4 Physical On-Site Support Presentations and VA Training. A certified Hiperwall technician will be dispatched for on-site support for scheduled VA presentations and training events. 4.3 Audio/Video Integrations Support Physical on-site and phone support as needed, and routinely scheduled maintenance for the Audio/Visual systems integrated in the VA GLA's Emergency Operations Center (Bldg. 222), Conference Room 204 (Bldg. 222), Police Communications Room 205 (Bldg. 222), and Executive Conference Room 6400 (Bldg. 500). Maintenance will be performed in order to keep all systems operating at an optimal performance level. Tasks Subtask 1 - Hardware Maintenance. routine wellness checks and firmware updates Subtask 2 - Teleconferencing System Maintenance. adjusted regularly in order to compensate for environmental changes affecting feedback and ambient room noise. Subtask 3 - On-Site Presentation and Training Support. On-site technician will be dispatched for important events to monitor and manage the A/V systems when necessary for scheduled VA presentations and training events. Subtask 4 - VideoWall Display Uniformity. Color Balance of VideoWalls to ensure uniformity of color and brightness Subtask 5 - Ancillary Display Uniformity. Color Balance of Ancillary Displays ensuring Uniformity with VideoWalls Subtask 6 - Audio System Maintenance. Tuning and adjustment to audio system to compensate for change in DSP levels and sync due to dynamic network conditions Subtask 7 - Microphone Maintenance. Tuning and adjustment of microphones to ensure live speech systems achieve the highest clarity Subtask 8 - Lighting Control System Maintenance. Adjust lighting system to compensate for changes in ambient light to ensure lights are working with the highest efficiency Subtask 9 - Occupancy Sensor Maintenance. Adjustments to all occupancy sensors to compensate for changes in occupancy and ensuring CA Title 24 compliance Subtask 10 - Matrix Switch Maintenance. Configuration Changes to matrix switches in order to compensate for input/output changes and needs Subtask 11 - Hardware Updates. Firmware Updates for all Hardware Equipment to be Serviced/Updated · Video Wall displays · Wall Mounted displays · Crestron Control Systems · Lighting Control Systems and Keypads · Occupancy Control Systems and Sensors · Matrix Switches · Audio Digital Signal Processors · Communications Room Equipment · Conference Room Equipment · Teleconferencing System Support Procedure Level 1 (L1) - Initial phone support to diagnose the issue. If issue cannot be resolved over the phone, the incident is escalated to Level 2. Level 2 (L2) - A technician is dispatched for on-site support. If issue is not resolvable by on-site technician the incident is escalated to Level 3. Level 3 (L3) - Systems engineering team is made available for direct remote support via on-site support technician. On-site technician will act as the conduit until the issue is resolved. 6. Performance Monitoring Reports will be provided by the contractor what tasks were performed for each visit. Contractor performance will be monitored by contractor submitted logs documenting tasks performed on a monthly basis. Overall health of each system will be assessed and if it deemed that each system is running optimally the contractor has been proven to be effective. 7. Security Requirements The systems defined are not exposed to VA computer systems or patient records. If the contractor has not already done so, will need to obtain VA identification cards and undergo background checks. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFE or GFI is necessary for this contract. Contractor is responsible for providing their own means of maintaining the defined systems including all computers, remotes, software, and calibration sensors needed. 9.
