Description
This announcement serves as a Notification of Contract Action (NOCA), in accordance with FAR 5.203(a), by the Air Force Nuclear Weapon Center (AFNWC) PEO NC3 Contracting Office (AFNWC/PZH) located at 21 Grenier Street, Building 1109, Hanscom, AFB, MA 01731-2107 (DoDAAC: FA8735). AFNWC Intends to solicit and negotiate a sole source contract with JHU/APL, under the authority of 10 USC 2304(c)(3) - FAR 6.302-3, Industrial Mobalization; engineering, development, or research capability; or expert services. The resulting task orders will likely be, but are not limited to, Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) contract types. The appropriate contract type will be selected for each task order. This sole source solicitation will be for an Indefinited Delivery Indefinited Quantity (IDIQ) contract, with a total estimated ceiling of $30M over the course of 5 years, to provide strategic and technical guidance to the Air Force Nuclear, Command, Control, and Communications (NC3) health monitoring and assessments, cybersecurity, modeling and simlulation, validation and verification, as well as related topics. A redacted Justification and Approval will be published after contract award.� The Government requests that all feedback, comments, and questions be received by no later than fifteen (15) calendar days from the date of this notice. Any information submitted by respondents to this NOCA are strictly voluntary and will be reviewed�in turn. To the maximum extent possible, plese submit non-proprietary information only. Any proprietary information submitted, against our specific request, must be identified as such and proprietary infromation will be properly protected from disclosure. No classified information shall be submitted. Any response submitted to this NOCA constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees, as well as Advisory and Assistance services contractor employees, unless the respondent clearly objects in writing to the release of this information to�Federally Funded Research and Development Center employees, as well as Advisory and Assistance services contractor employees. AFNWC has appointed an Ombudsman to consider and facilitate the resolution of concerns from potential offerors and others for this acquisition. Potentially interested parties�should address their concerns, issues, disagreements, and/or recommendations with the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 - Ombudsman, will be included in any potential solicitation and contract for this acquisition.
