Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is a design, bid, build requirement. The proposed project renovates approximately 4,200 square feet of laboratory space on the first floor of building 655. The scope of the renovation will include demolition and retrofit of conventional laboratory space, upgrading it to a cleanroom environment complying with International Standards Organization (ISO) Class 7-8, to perform test and evaluation for hypersonic flight materials. Laminar flow booths will be included in the clean room and are required to achieve ISO 7. Work includes partial and/or complete removal of concrete masonry unit (CMU) interior walls. Utilities enclosed in central chases will be relocated. Install clear panels for clean room area with filtered air. Provide Heating, Ventilation, and Air Conditioning (HVAC) with High-Efficiency Particulate Air (HEPA) filters, exterior chase, a change room and air locks. The current HVAC system is unstable and does not meet the current requirements for a clean room environment. Lab room will house laminar flow booths and all new equipment will be provided. Plumbing supply for nitrogen gas, compressed air, water and vacuum will also be required. Installation of twenty NIPRNET connections are necessary for communications. Wherever possible, existing equipment and distribution will be utilized however, some upgrades of these systems are required. Minimal swing space is needed and is currently available at no additional cost. This project will comply with applicable DoD Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC 3-260-02). This project will comply with DOD antiterrorism/force protection requirements per UFC 4-010-01. MISSION-RELATED CONSTRUCTION STANDARDS: IEST RP-CC012 Considerations in Cleanroom Design, NFPA 318 Standard for the Protection of Semiconductor Fabrication Facilities, as referenced in the building and fire codes and applicable to this project. International Standards Organization (ISO) Class 7-8 cleanroom design standards.� A safe, contaminant free laboratory space upgraded with a controlled atmosphere and clean room capabilities is an absolute necessity for developing the new classes refractory ceramic composite materials required by hypersonic vehicles. Contract duration is estimated at 365 calendar days. The estimated cost range is between $1,000,000 and $5,000,000. NAICS code is 236220. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email 8 January 2021 by 2:00 PM Eastern Time. Responses should include: 1. Identification and verification of the company�s small business status. 2. Contractor�s Unique Identifier Number and CAGE Code(s). 3. Documentation from the firm�s bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience � Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference.� References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.� a. Projects similar in scope to this project include: Semiconductor lab renovation projects certified to ISO class 7 clean room design standards. b. Projects similar in size to this project include: Lab renovation projects with a total of 3,000 Square Feet of renovation. c. Based on the information above, for each project submitted, include: Current percentage of construction complete and the date when it was or will be completed. Scope of the project. Size of the project (based on dollar value). The dollar value of the construction contract and whether it was design-bid build or design-build. The portion and percentage of the contract cost, excluding cost of materials that was self-performed as physical vertical and horizontal construction by construction trade. Describe the work your company self-performed. Provide 2 references. 5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm�s own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information; additional information will not be reviewed. Interested Offerors shall respond to this Sources Sought Synopsis no later than 8 January 2021 by 02:00 PM Eastern Time.
