Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify potential sources for market research purposes and determining if commercial sources are available. All businesses, including small businesses, service-disabled Veteran-owed small businesses, Veteran Owned small businesses, certified HUB-Zone small businesses, certified 8(a) concerns, Woman-Owned Small, and large businesses are encouraged to respond. The information received will be used to formulate the strategy for establishing a set-aside for small business categories. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research and seeking sources for Atmospheric Water Generators (AWG). AWGs are to include any water from air technology. This information will be used to help determine current equipment capabilities and how this technology may be applied at Naval installations for providing potable water to deployed and expeditionary forces. It is anticipated the uses of the water generated by the AWG would be for drinking, general hygiene or cooking, and the force size supported would primarily vary from small detachments (10 to 30 people) to medium size units (50 to 150 people); but may also include very small squads (3-10 people). The following information is requested: General description of the AWG system and a process flow diagram or schematic showing the key system components. Discuss and describe the technology or methods used in AWG process. National Stock Number (NSN) if assigned. Manufacturer part number or model number. System size (dimensions), interface connections required for operation. System weight (lbs). Equipment packaging, mounting options and modularity of AWG components. Transit options. Can equipment be shipped via vehicle, aircraft, or rail, or be carried by personnel? Materials of construction of key system components and water wetted materials. Water storage capacity on AWG. Water distribution methods, describe how the water generated is distributed on AWG. Post treatment methods or technologies used on water generated from AWG. Water quality of generated water (physical and microbiological). Does it meets TB MED 577 standards/EPA standards? Is there any water quality monitoring systems on AWG? If available provide any independent lab analysis of AWG produced water. AWG system output in gallons per day as function of air temperature and relative humidity (RH). Please provide estimated output at the following conditions: 20% RH, 60% RH and 90% RH at the following air temperatures at 60F, 80F and 100F. Power input (voltage, current) required and compatibility with different power sources (generators, solar panels, batteries). Power consumption (KwH) and system efficiency metrics (gallons water produced per KwH, gallons water produced per gallon of fuel, gallon of water produced per cubic meters of air processed). Please state air temperature and relative humidity used for efficiency estimates. AWG design operating range for air temperature and relative humidity. What are the minimum and maximum values the AWG system can operate at? What is the operating temperature of the system itself (i.e. does the system produce heat when operating)? Required maintenance intervals, consumables, and spare parts. Estimated time to perform required maintenance. Operator Requirements: training required to start-up, run, and maintain the equipment. Does system require a certified operator with on-site training by a factory representative, classroom or remote personal training, or is basic independent review of a user manual sufficient to perform full operation and maintain warranty? System durability. Does equipment meet any MIL STD 810 G standards such as hot or cold storage, blowing sand or dust, or blowing rain? Ruggedness: How resistant is the AWG to environmental conditions (temperature, outdoor use)? Has documented operational testing been conducted outdoors in the field, or primarily in laboratory settings? System reliability: What is the projected mean time between failure (MTBF) at 80% confidence interval for AWG and key system components. Please provide an estimate of useful product life Noise signature: How loud in decibels (dB) is the AWG when operating? Is hearing protection required? Does the system produce any vibration when operating? Case studies and system data of AWG operating in field, please provide any websites references or points of contact. Describe any safety features incorporated into the AWG. System capital cost, annual maintenance costs, timeline to manufacture Where is AWG manufactured and assembled? Product warranty, and warranty requirements Total number of AWG systems sold annually **************************************************************** The NAICS Code for this procurement is 333318 - Other Commercial and Service Industry Machinery Manufacturing and the annual size standard is 1000 employees. If you believe a more appropriate NAICS for this procurement is applicable, please include your suggestion in the submittal. **************************************************************** It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages in length, single spaced, 12-point font minimum, 10-point font is acceptable for tables and figures) with the information listed above (1 through 28). Responses to every question are not required for submittal. Diagrams and case studies do not count towards the page limit. In addition, this documentation shall address the following: (1) Relevant Experience to include experience in similar scope and complexity within the last five years, (2) Company Profile to include number of employees, office locations(s), DUNS number, CAGE Code, and statement regarding small business designation and status. Questions regarding this sources sought notice and capabilities packages may be sent via email to nicole.mendes@navy.mil the contract specialist.
