- This a sources sought notice�for immersion/survival suit inspection and recertification services in Honolulu, HI. This is not a request for quote, but an attempt to locate capable and interested marine equipment repair vendors in the Honolulu, Hawaii area for current and future requirements. Please see known requirements below: 1.� ABSTRACT The NOAA research vessel Oscar Sette has a requirement for the inspection, pressure-testing, and recertification of 59 Stearns-brand survival suits. The recertification will include a written certification for the vessel to carry in order to meet USCG and SOLAS guidelines. 2. REQUIREMENTS. 2.1 General. 2.1.1 The NOAA vessel Oscar Sette has 59 Stearns-brand survival suits in need of pressure-testing, inspection, and recertification in order to be in service for the FY21 field season. 2.1.2 USCG Regulations require pressure-testing of marine survival (immersion) suits every three years when the suits are in service (see USCG Navigation and Vessel Inspection Circular #01-08). The circular specifies suits are to be sealed at each opening and then inflated to 0.1 to 0.2 psi. The seams, zippers, joints, valves, and oral tube attachment point are then covered with a soapy water solution to determine if air is leaking enough to produce soapy bubbles. 2.1.3 Any leaks found during pressure testing are then to be marked and repaired according to the manufacturer instructions/specifications. Written certifications of each will include a notation of any repairs made. Documentation will be furnished to the vessel in order to meet SOLAS and USCG requirements. 2.1.5 Materials, Equipment & Personnel.� Except as otherwise noted, the Contractor shall provide and furnish all materials, labor, tools, and other items necessary to complete the work. 3.
