Description
This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201.� The United States Air Force Life Cycle Management Center intends to award a sole source contract to SCI Technology, Inc. for the Integrated Secure Wireless Intercommunications System Contract (ISWICS). Requirements are as follows:� A Non-Developmental Item (NDI) that provides tethered-free (wireless) communication between air and ground crew personnel during operations and integrates with components used such as headsets, helmets and oxygen masks to communicate vital information among all crew members.� This wireless system must be able to support all required mission operations.� The configuration of the system shall not interfere with user operations, tasks, movements, and must not degrade current capability.� Required capabilities include operating up to 500 feet from aircraft to support refueling operations, supporting at least 6 simultaneous users to meet standard operational crew member assignment, being clear and intelligible in high-noise environments, and being type 1 encrypted and NSA certified to support mission requirements up to secret level.� Additionally, the system shall include secure multi-channel capability, duplex mode, Push-to-Talk, and Hot Mic.� The system shall allow integration into the fielded aircraft Interphone Communications System (ICS) and run off aircraft power.� The system shall meet all applicable military standards for safety of flight and human interface. The proposed contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This notice of contract action does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
