PLEASE SEE ATTACHED DOCUMENTS INCLUDE THE FULL SYNOPSIS AS WELL AS THE STATEMENT OF NEED. PLEASE REVIEW ATTACHMENTS IN THEIR ENTIRETY. �QUOTES ARE DUE NO LATER THAN 12/26/2020 AT 4 P.M. MST. NONPERSONAL SERVICES, ACOUSTIC DATA PROCESSING SOFTWARE FOR NORTHWEST FISHERIES SCIENCE CENTER (NWFSC) NEWPORT RESEARCH STATION IN SEATTLE, WA AND NEWPORT, OR (I)����������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)��������� This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number�NFFP73002100248VRL. (III)������� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02 (NOV 2020) (Deviation 2020-11) (AUG 2020)). (IV)�������� This solicitation is being issued as unrestricted and open to all sources. The associated NAICS code is 511210.� The small business size standard is $41.5 million. (V) �������� This combined solicitation/synopsis is for purchase of the following acoustic data processing software as specified in Section (VI) and the attached, incorporated Statement of Need (SON). �(VI)������� Description of requirements is as follows: Item 1: Signal processing� Description: Read data and display echograms from supported systems. Detect the bottom and surface, and define other reference lines. Create 3D digital terrain models of the seabed and 3D displays of map data. Perform quality control, conduct analyses on data, and export results for use elsewhere. Support type: Software that enables the research scientist to perform the signal processing. Item 2: Advanced features for signal processing Description: The ability of the software to manipulate data by creating new echograms from existing ones using advanced operators and algorithms. Compare frequencies, apply quality controls, classify data, interpret and apply Python source files, and more. Support type: Software features that seamlessly integrate with the signal processing software.� Item 3: Technical assistance and tutorial development. Description: �Echoview Software or equal should provide superior service as part of every contract agreement and renewal, and work with end users to address issues.� Support type: Reliable live video technical support from trained technicians.� Item 4: Automated communication between scientist�s laptops and processing software. Description: Automate data processing using a language of our choice (COM interface supplied). Support: Software should be flexible enough to communicate with different communication ports on NOAA laptops.� THIS IS A BRAND NAME OR EQUAL ACQUISITION FOR ECHOVIEW SOFTWARE AND THE FOLLOWING APPLIES: FAR 52.211-6 �BRAND NAME OR EQUAL (AUG 1999) (a)�If an item in this solicitation is identified as ""brand name or equal,"" the purchase description reflects the characteristics and level of quality that will satisfy the Government�s needs. The salient physical, functional, or performance characteristics that ""equal"" products must meet are specified in the solicitation. (b)�To be considered for award, offers of ""equal"" products, including ""equal"" products of the brand name manufacturer, must- �����������(1)�Meet the salient physical, functional, or performance characteristic specified in this solicitation; �����������(2)�Clearly identify the item by- ����������������(i)�Brand name, if any; and ����������������(ii)�Make or model number; �����������(3)�Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and �����������(4)�Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c)�The Contracting Officer will evaluate ""equal"" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d)�Unless the offeror clearly indicates in its offer that the product being offered is an ""equal"" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) (VII) PLACE OF PERFORMANCE: Newport Research Station, NOAA; 2032 SE Oregon State University Dr, Newport, OR 97365. Delivery of the accompanying toggle shall be FOB Destination to 2032 SE Oregon State University Dr, Newport, OR 97365. The period of performance is 1/10/2021 through 1/9/2022. �(VIII)� FAR 52.212-1�INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (JUN 2020), APPLIES TO THIS ACQUISITION. � �� NOTICE TO OFFERORS:� Instructions for submitting quotations under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may be considered non-responsive.� Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Quotes shall be fully executed and returned on your own company quote form along with any acknowledgements of solicitation amendments required in this posting.� Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation.� Email quotes are acceptable (preferred) and can be sent to Veronica Stroud, email veronica.stroud@noaa.gov. At a minimum the contractor shall provide the following information: ��������������� a) Point of contact name, telephone and E-mail address. ��������������� b) DUNS Number ""THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.� IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT"". CAR 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Veronica.Stroud@NOAA.GOV.� Questions should be received no later than 4:00 P.M. MDT/MST, December 23, 2020.� Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (IX)��52.212-2, Evaluation - Commercial Items (Oct 2014) �� (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:� 1) �Price 2)� Technical Acceptability The Government intends to award a�low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. � (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). �� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
