- *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Silvestsrum Climate Associates, LLC of� San Francisco, CA for nonpersonal services for additional services Integrating Coastal Wetland Data into Greenhouse Gas Inventories for Developing Countries. � ***The sole source determination is based on the National Oceanic & Atmospheric Administration�s (NOAA) requirement for the service that can only be done by the Silvestsrum Climate Associates, LLC is part of an ongoing development for the protocol in the United States for incorporating coastal wetlands into the Inventory of the U.S. Green Gas Emissions and integrating Coastal Wetland Data into Greenhouse Gas Inventories for Developing Countries. This vendor is currently the only source which has been part of all aspects related to reporting of these requirements. This is a partnership with the Environmental Protection Agency (EPA) and takes the information from the current requirement under 1305M319PNRMT0162 for the Coastal Wetlands Reporting for Annual U.S. Inventory on GHG Emissions and Sinks (Wetlands) which is in process now.� No other vendor would have access to this current ongoing work except Mr. Steve Crooks.� To use another company would be a loss of the current analysis baseline.� This additional requirement in partnership with the US Department of State (DOS) and EPA to expand this experience and technical capabilities to a handful of developing countries, advancing the development of the tools and capacities to facilitate the preparation of inventories consistent with the Wetlands Supplement. NOAA will work with the United States Government (USG) to implement this partnership. (For the purpose of this document, this NOAA international initiative to integrate coastal wetlands in GHG inventories is referred to as the �NOAA International Blue Carbon Initiative�.) The period of performance is a base year of 1/5/2021 through 1/4/2022 and two option years which, if exercised would run through 1/4/2023 & 1/4/2024. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
