Sources Sought for INSTRUMENTATON PREVENTATIVE MAINTENANCE This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Description:� General Introduction The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead.� NSWC IHD provides research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials (chemicals, propellants and explosives) for ordnance, warheads, propulsion systems, pyrotechnic devices, fuzing, electronic devices, Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PADs), Packaging, Handling, Storage, and Transportation (PHS&T), gun systems and special weapons for Navy, Joint Forces, and the Nation. Scope NSWC IHD has need of a measurement instrumentation maintenance Contractor in support of their mission.� Utilizing proprietary knowledge of Government-owned devices, the Contractor shall provide preventative maintenance and repair services.� The Contractor shall furnish all labor, management, replacement parts, and reports necessary to provide on-time component delivery needed to accomplish the NSWC IHD mission. Definitions Annual maintenance Non-intrusive inspections and tests to ensure proper function Scheduled maintenance Routine parts replacement to ensure long-term functionality, and require instrument be temporarily removed from service Applicable Document General Specifications The following list of general specifications is not inclusive of all required specifications. Additional technical specifications are referenced on each individual piece part technical documentation. Contract Data Requirement Lists as in the attached Form 1423s: � DI-TMSS-80527 Operation Manual DI-QCIC-80798 Calibration Certificate *�� Copies of Government documents are available online at http://assist.daps.dla.mil/quicksearch/ or from the Standardization Document Order Desk, 700 Robbins Avenue, Building 4D, Philadelphia, PA 19111-5094. Conflicting Document Requirements If there are any conflicts between specifications, drawings, or requirements listed herein, the contractor shall notify the Contracting Officer (KO) and the Technical Point of Contact (TPOC), in writing for interpretation, clarification, and resolution. Requirements PM Plan The contractor shall submit a PM plan to the Government 60 working days after contract award in the base year, and within 60 working days after the start of each subsequent option year.� The PM plan shall provide the following information for the instruments listed in Table 1: Identify all applicable product model numbers and serial numbers Identify all applicable annual maintenance actions for each model number Identify annual maintenance service timeframes relative to past maintenance List price for each annual maintenance action Identify all scheduled maintenance actions for each model number. Identify frequency of each scheduled maintenance action List applicable parts and labor costs associated with each scheduled maintenance action Identify recommended software update schedule Identify next calibration date Type Brand Model S/N CMM Hexagon P 9128 0115-6101UA CMM Hexagon I 7107 0405-1430 ROI Scope RAM Optical CNC 300 RSC3001230 Table 1: List of Instruments Requiring Maintenance at NSWC IHD Maintenance Requests The Government shall submit a Maintenance TO for either Hardware or Software in accordance with the PM plan, so as to not interfere with any work in progress.� Maintenance TOs shall provide the following information, at minimum: Instrument Location Completion timeframe Calibration required? The Contractor shall perform maintenance actions within the timeframes set in the approved PM plan and maintenance TO. Calibration Requests The Government shall indicate in the Maintenance TO whether or not a calibration shall be included in the maintenance, in accordance with the PM plan. The Contractor shall calibrate the instrument in accordance with ANSI/NCSL Z540.3, ISO 17025, or equivalent, within the timeframe set in the approved PM plan and Calibration TO (CDRL A001). Software Updates The Contractor shall maintain all software data rights, and ensure any updates are compatible with Government equipment. Training The Contractor shall provide equipment operation training and operation manuals.� Operation manuals shall be the official manuals developed and distributed by the Contractor (CDRL A002). Deliverables The Technical Point of Contact and Contracting Officer (KO) for this contract will approve all deliverables as specified in each individual Delivery Order. Documentation All certificates shall include the signature of the Contractor�s representative authorized to make such certification. In addition, all interested sources shall provide a summary of their company's capabilities.
