- The purpose of this requirement is intended to repair the X-Band Magnetron (NSN: 5960-01-457-6982SO; P/N: 881203-2), the Ku-Band Magnetrons (NSN: 5960-01-537-8161SO; P/N: 881303-4 and 5960-01-357-8161; PN: 881303-4) and the Servo Control Module (NSN: 5998-01-305-1053; PN: 881206-4) which are part of the Multi-Mode Radar utilized on the MC-130H Combat Talon II aircraft program. The MC-130H is used for Infiltration/Exfiltration of Special Operations Force (SOF) personnel, air to air refueling of helicopters, resupply air cargo drops, etc. The Best Estimated Quantities (BEQs) for this requirement are listed in the table below: The Government has not established full technical data package to support a full and open competitive contract for the repair of the magnetrons and servo control module for the Multi-Mode Radar.� All support equipment to manufacture, repair, and test these four components is currently located at Original Equipment Manufacture�s (OEM) Communication and Power Industries, Inc. (CPI).� Due to the Government�s current inability to repair these items organically, or to currently compete the requirement with any other source, it is recommended that this item be sent to the OEM.� In addition, only the OEM has the expertise and in-depth knowledge of these radar components.� The OEM has all the equipment required to perform the testing and repair of these radar components.� It is recommended that these radar components be repaired by the OEM.� The requirement to continue support to the warfighter and avoid a possibility of lapse in coverage and alleviate back orders, must go to the OEM at this time.� Due to projected retirement of the MC-130H aircraft in 2024, the possibility of a potential second source for future requirements are nil. The RMC/RMSC code is R3/R. RMC �R3� - Repair, for the second or subsequent time, directly from the actual manufacturer.� RMSC �R� - The Government does not own the entire technical data to define the performance requirements completely.� The Government only owns a specification control drawing which provides an engineering description and acceptance criteria for the end item.� The requirements for the components are military unique and can only be fulfilled by a specialized segment of industry.� Because the Government does not own the technical data for the components, it is unable to identify possible long lead items comprised in the design that could delay manufacturing. In addition, the Government does not have enough technical information to predict critical items, which are sub-assembly, or sub-items that are included in the final Line Replaceable Unit (LRU).� The end items are critical that must fulfill a specific purpose to ensure safety and mission success. The contracting action resulting from this solicitation will be a firm-fixed-price Requirements Indefinite Delivery contract (IDC) with a one-year Basic Ordering Period, followed by four one-year Ordering Periods. The required Turn-Around-Time shall be ninety (90) calendar days after receipt of order, or receipt of reparable assets, whichever is later. The delivery destination will be Robins Air Force Base, Georgia, 31098. The approximate Solicitation Issue Date will be 29 December 2020. Once posted the solicitation will be available for viewing or downloading at www.betasam.gov only. �No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. �All quotes shall be in the English language and in U.S. dollars. �Based upon market research, the Government will be using the policies contained in FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements in its solicitation for the described services (10 U.S.C. 2304(c)(1)).
