Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD, in support of PMA-209 Program Office, is seeking sources to produce and qualify Specialized Test Equipment (STE) for the LN-92 Inertial Navigation Unit (INU) to replace the Inertial Measurement Unit Test Station (IMUTS). PLACE OF PERFORMANCE Contractor (Off-Site) - 100% PROGRAM BACKGROUND The LN-92 system consists of two Weapons Replaceable Assembly (WRAs) and is form, fit, and functionally interchangeable with the AN/ASN-130/A CAINS IA INU.� The INU WRA is a single box self-contained system that provides references to the pilot and navigates the aircraft over land and sea.� Pitch and roll attitude outputs are also provided by the INU to other aircraft subsystems, which required analog attitude information. �Northrop Grumman is the Original Equipment Manufacturer (OEM) and current Depot repair source and has been the sole designer, developer and manufacturer of the CAINS-II and INUs.� ELIGIBILITY The applicable NAICS code is 334511 with a Small Business Size standard of 1,250 employees. The Product Service Code (PSC) is 5826. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size. ANTICPATED PERIOD OF PERFORMANCE The anticipated period of performance will be approximately 14-18 months with coverage expected to begin in Fiscal Year 2021. ANTICIPATED CONTRACT TYPE Contract vehicle is anticipated to have both fixed-price and cost-type Contract Line Item Numbers (CLINs). REQUIRED CAPABILITIES The requirements under this effort are to determine LN-92 Test Stations requirements to enable the system to perform the requirements of Acceptance Test Procedure (ATP) 06481-6B06435, LN-92 mini-bias update, boresite and BITE information download and display; and perform studies and analysis to develop an architecture approach to meet the redesign requirements for the replacement of the IMUTS LN-92 capability. The Contractor shall: Demonstrate the ability to develop hardware and software applications and interfaces to perform ATPs, mini-bias updates, boresite, and BITE retrieval and display; ��� Demonstrate knowledge and ability to design, perform fabrication, assembly, test microelectronic solutions and deliver the two upgraded LN-92 Test Stations. Demonstrate knowledge of the LN-92 system, subsystem and components, in order to ensure the upgraded LN-92 Test Stations can assess, test and repair the LN-92s.� Possess access to the CAINS-II and LN-92 Test Station technical data to fabricate, assemble and deliver the LN-92. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities.� This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under Required Capabilities within the last three years, including contract numbers, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to those tasks. Management approach to staffing this effort with qualified personnel. Company�s prior/current experience and demonstrated knowledge of the CAINS-II and INUs. Company�s ability to access to CAINS-II and INUs technical data required to fabricate, assemble, and deliver the LN-92 test stations. Specific technical skills company possess which ensure capability to perform the tasks. Existing technical data licenses or agreements with the CAINS-II and INUs OEM for performance of CAINS-II and INUs related tasking or provide documentation, with concurrence from the OEM, demonstrating the ability to obtain any necessary license/agreement for access to CAINS-II and INUs technical data for this effort. Documents submitted in response to this requirement will not be counted against any page limitations.
