- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) Carlisle Barracks located in Carlisle, Pennsylvania is issuing a Request for Information (RFI) to determine the availability of potential of�firms for a Task Order for the US Army War College Army Strategic Education Program Transition Course. The information gathered will be used to make an informed business decision on how to procure this requirement. The market research will assist in determining availability of firms that are capable of providing services in support of Carlisle, PA. PURPOSE: This notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP). There is no obligation on the part of the Government to acquire any products or services described in this RFI. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this RFI. Your responses to this RFI will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy. The Government is seeking responses to this RFI from all firms interested and capable of providing the requirement for a Base plus four Option Years. In response to this RFI, firms are highly encouraged to identify capabilities in meeting the requirements at a fair market price. DESCRIPTION OF REQUIREMENT The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform a General Officer career transition course as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. PERIOD OF PERFORMANCE Base Year (FY 22): 25-29 October 2021,10-14 January 2022, 04-08 April 2022, 11-15 July 2022, 15-19 August 2022. Option Year 1 (FY23): 24-28 October 2022, 09-13 January 2023, 17-21 April 2023, 10-14 July 2023, 21-25 August 2023. Option Year 2 (FY 24): 23-27 October 2023, 08-12 January 2024, 15-19 April 2024, 08-12 July 2024, 19-23 August 2024. Option Year 3 (FY 25): 28 October 01 November 2024, 13-17 January 2025, 07-11 April 2025, 14-18 July 2025, 18-22 August 2025. Option Year 4 (FY 26): 27-31 October 2025, 12-16 January 2026, 13-17 April 2026, 13-17 July 2026, 17-21 August 2026. Please see attached Statement of Work for additional information. Must meet qualifications to be considered Provide with your Response: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (if small business) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), etc., that will facilitate making a capability determination. 4. Cost estimate: GSA and Non GSA price/cost estimates 5. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services. The Government will not review general capability statements, please ensure submissions are tailored to this requirement(s) of the above request.
