- 12/11/2020:�The Department of Housing and Urban Development (HUD) hereby amends�this sources sought synopsis by extending the closing date for the submission of capability statements from December 14, 2020 at 1:00 pm EST�to December 16, 2020 at 2:00 pm EST. Vendors submitting capability statements must clearly identify whether they are responding to BPA�functional area 1, 2, 3, and/or 4 by submitting separate capability statements for each functional area.� 12/02/2020: The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing Services in four functional areas; see attachments Sources Sought FA1 � FA4. The result of this market research will contribute to determining the method of procurement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Your capability statement must clearly identify which BPA�functional area you are responding to in your capability statement.� The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Background: The U.S. Department of Housing and Urban Development (HUD) located in Washington D.C. holds the mission of creating strong, sustainable, inclusive communities and quality affordable homes for all. The mission of HUD entails working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination, and transform the way HUD does business. To accomplish this mission, HUD has a requirement for a range of architect, engineering, inspections, and environmental systems protection support services. This is a new requirement. HUD is seeking sources to solicit a multiple award Blanket Purchase Agreement (BPA) from, capable of meeting the needs of the agency. The anticipated BPA multiple award contract shall be established in accordance with Federal Acquisition Regulations (FAR) Sub Part 8.405-3 (b)(1)(ii)(B) and (C). General Description of Work: A General BPA Statement of Work (SOW) will be used to execute a broad range of orders under the resultant multiple-award BPA. A detailed general description of the work to be performed can be found in the attached PWS. During the multiple-award BPA period, the ordering activity shall develop a PWS for each order covered by the BPA. Each order issued under the BPA will specify whether the order is a Firm-Fixed Price (FFP), time-and-materials, or labor-hour order; however, FFP orders will be utilized to the maximum extent practicable. See Draft SOW tasks for details but work will include but is not be limited to the following tasks: BPA Program and Project Management Support � BPA support in Four (4) Functional Areas: BPA Functional Area One: Architect, Engineering, and Inspections Support Environmental Systems Protection Functional Area Support BPA Functional Area Two: Financial Management Support Legal Support Human Resources Support Administrative Support BPA Functional Area Three Technology Planning Support (non-development or Operations and Management) BPA Functional Area Four Special Studies and Reporting Functional Area Business Services Below are the characteristics of the BPA requirement: � Demonstrable knowledge in diverse areas of program and project management and in specific functional areas relative to the housing industry. � Previous experience in program and project management and in specific functional areas relative to the housing. � Working knowledge of program and project management and in specific functional areas relative to the housing. � Ability to derive relevant concepts from the housing industry. � Ability to facilitate meetings in a ""lead"" capacity for groups of various sizes with expertise in all task areas � Skills in oral and written communication. � Organized and deadline driven. � Ability to multitask and handle multiple orders simultaneously The tasks require a set of skill categories based on but not limited to the following approximate breakdown: Administrative Support Specialist Business Advisory Specialist Business Advisory Project Lead Business Advisory Solution Architect I Business Analyst Functional Specialist Manager Program Management Consultant Program Management Manager Statistician Strategy Analyst I Subject Matter Specialist Subject Matter Specialist 2 Training Instructor Training Lead Training Manager Training Subject Matter Expert Contemplated performance metrics:�To be determined at the Task Order Level Contemplated report requirements:�To be determined at the Task Order Level Contemplated dollar value of the project:�$50M combined multiple award BPA ceiling Contemplated place of performance:�Contractor�s location
