Description
The Nelson Denny Reading Test (NDRT) assessment satisfies the CAC CG�s intent to develop leader �communication� skills by addressing reading and comprehension skills in the early years of a soldier�s career. The NDRT is focused on assessing a student�s reading and comprehension skills so that improvement can begin early in their career. Student�s take a timed multiple-choice test and receive scores on vocabulary, reading comprehension, and reading rate. This assessment is commonly used as a predictor of academic success (i.e., college entrance) and to diagnose reading problems.� Time to take is approximately 60 minutes.� This assessment will be delivered to approximately 11,000 BOLC students during FY21.� This is a brand name procurement because the NDRT assessment best addresses evaluation of the CG CAC's key leadership skill area of �leader communication"" in support of Project ATHENA. �This assessment also meets the following selection criteria used during vendor research efforts: administered through web-based means, provides immediate feedback to students through the use of reports, is capable of providing electronic data and reports for follow-on analyses and integration into Army databases, and requires a minimal amount of time to administer thereby minimizing the time impacts on students. It provides automated scoring which will significantly reduce administrative and scoring efforts, is highly modifiable and can be tailored to best address the learning needs of students. The NDRT assessment was identified by the CAPL scientific team as the best assessment available to evaluate leader reading and comprehension skills to satisfy the CAC CG�s intent. 52.212-1 Instructions to Offerors � Commercial Items Provide a quote valid for at least thirty (30) calendar days. Pricing. The offer shall be placed in the Contract Line Item Numbers (CLINs) for the catalog items ordered. In the�description column the following minimum information shall be listed: catalog number, part number, description of�salient characteristics / specifications, item quantity, unit price and extended amount, discount applied, and the grand�total to include delivery. Please provide any additional discounts(s) that might apply to this order. NO MULTIPLE AWARDS: Offers must be submitted per unit price. Multiple awards will not be made; therefore,�offers that cover less than all the items and quantities in this solicitation will be rejected as non-responsive. No Grey Market items (used or refurbished) are to be provided unless specifically allowed within the RFQ; this includes substitutions of any kind. Offeror�s Representations and Certifications must be updated and current through the offeror�s SAM registration which may be referenced at https://www.sam.gov. 52.212-2 EVALUATION OF COMMERCIAL ITEMS Quotes for this acquisition shall be evaluated utilizing Simplified Acquisition Procedures as outlined in FAR subpart�13.106-2. This acquisition will be awarded to an offeror who is responsive to the RFQ and otherwise determined�responsible, conforms to the solicitation requirements; and provides the Lowest Priced Technically Acceptable�(LPTA) quote. A quote is determined responsive if it contains all of the elements instructed to be provided under the 52.212-1�Instructions to Offerors. An offeror may be determined as responsible in accordance with the criteria outlined in FAR Subpart 9.104.�A quote is considered technically acceptable if it meets or exceeds the specifications and requirements identified in�the solicitation. A quote containing items that exceed requirements do not merit additional consideration for award�as no tradeoffs will be considered. The Government will evaluate all quotes to determine Acceptability or Unacceptability. The Government will�award to the offeror who provides the lowest priced quote submitted to determined responsiveness, responsibility of�offeror and technical acceptability.
