- Page 2 of 3 This notice is for Solicitation Number 36C24221B0011, Project No. 620-17-118 Building 17 Life Safety Egress at the FDR VA Medical Center, 2094 Albany Post Road, Montrose, NY 10548. This shall be a Veteran-Owned Small Business Set-Aside (VOSB). Bids will only be accepted from VOSBs that are determined to be responsible and responsive contractors. This project is classified under NAICS Code 236220, Commercial and Institutional Building Construction, and has a Size Standard of $39.5 million. The cost estimate range for this project is between $500,000 and $1,000,000. Scope of Work: The contractor will furnish all labor, materials, equipment, supervision, and personnel necessary to accomplish the job for egress building 17 as shown on the drawings and perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the Medical Center and any applicable codes as per requirements of all governing agencies. Work shall include but not be limited to: All labor, material, equipment and supervision to perform installation of temporary controls, site and building demolition, construction of a masonry wall stair tower; design and construction of concrete filled stairs and landings along with all anchorages to masonry walls and concrete slabs, alterations to existing building components and utilities, grading, drainage, sidewalk removal and relocation/replacement, steam trench removal and relocation/replacement along with certain other items as indicated on the drawings and in the specifications. Electrical Work: Electrical construction work on this project including removal of existing electrical devices, fixtures, appurtenances, etc.; installation of existing and new power and lighting including all conduits, conductors, junction boxes, hangers, attachments, etc. as required for a complete and working system; removal and relocation or reconnection of existing fire alarm devices, conduits, conductors, alarm interfaces, etc. as required for a complete and working system; and testing, adjusting, re-programing, etc. of all systems as indicated on the drawings and in the specifications. Mechanical Work: Mechanical construction work on this project including relocation of existing steam trench piping systems and accessories, removal and modifications to existing heating and ventilation systems; removal and capping or existing plumbing systems as indicated; installation of new plumbing systems and devices; and addition of new dry type sprinkler heads to serve new stair tower as indicated on the drawings and in the specifications. The Period of Performance shall be 180 calendar days from Notice to Proceed. Contractor will be responsible to coordinate and schedule work to minimize construction duration and shall be expected to plan work typically during duty hours of the Medical Center, other than utility ties-ins or work required in the COR s opinion to be performed during off duty hours. Maintain all access to and egress from the building at all times for facility s fire protection requirements and to meet the requirements of regulatory codes, laws, etc. All other details and information shall be contained in the solicitation which shall be posted on beta.SAM.gov. The solicitation will be released on or about December 28, 2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
