- Riprap Wall Extension This procurement is a Total Small Business Set-Aside.� The quote due date is December 14, 2020 at 5:00 PM Mountain Time. All bidders will be evaluating using a best value tradeoff approach and will be evaluated using the evaluation criteria in the solicitation.� Please submit a bid using the attached SF-18. NAICS Code: 238990, Size Standard: $16.5 Million Please see attached Solicitation. 1. Purpose:� Increase the current riprap wall height by three feet, extending fifty feet from the edge of the pier at the Lake Michigan Field Station�s (LMFS) western shore to mitigate and prevent flooding from storm surge wave action. 2. Background:� Annually, and normally in the fall/winter, Lake Michigan storm events cause flooding around the foundation of Bldg 1.� Twenty foot plus waves have been known to develop outside the breakwater and will continue forward down the channel and by LMFS�s Bldg 1. While diminished, these waves will pitch over the riprap wall on our western shore.� This creates an almost river like effect on both sides of Bldg 1 and creates erosion and flooding challenges.� The sump pumps and discharge mechanisms currently in place typically have been able to handle the storm surge/wave action water but overwhelming is always a risk.� Erosion and building structure issues are an increasing concern as storm events are taking its toll. 3. Scope: This procurement applies to the Great Lakes Environmental Research Laboratory, at the Lake Michigan Field Station (LMFS), 1431 Beach St., Muskegon, MI 49441. 4. Objectives: Once the riprap wall height is increased, a storm surge event�s negative impact on flooding and erosion will be mitigated due to the riprap wall�s higher position and ability to block incoming wave action. 5. Specific Tasks: a.���������� Increase the current riprap wall height by three feet by adding a sufficient amount of new stone on top of existing stone to ensure the wall increases by three feet in height while maintaining a nine-foot width base.� The three-foot riprap wall height increase to be for the portion of the riprap wall that extends 50 feet in length from the edge of the pier southward. See photo addendum. b.��������� Top-dress current riprap wall, increasing height of riprap wall by 3 feet, ��������������������������� extending 50 feet southward from the edge of the pier at LMFS�s western shore. c.���������� Contractor to use 2�-3� size pieces of Armor Stone. d.���������� Contractor will be responsible for all cleanup of the work area. 7. Project Warranty:� Contractor shall provide a written warranty for the armor stone work for a period of (1) one year for parts and (1) one year for labor from the date of acceptance.� 8.
