Answer: The referenced inspection work items will be completed by USACE or under separate procurement actions. This work is only for bypass pumping as noted in the solicitation documents. All other terms and conditions remain unchanged. The due date and time for responses has NOT been extended as a result of this amendment.* This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This will be an Unrestricted procurement. The solicitation number is W912PM21R0003 and the solicitation is issued as a Request for Proposal (RFP). The NAICS code is 221310.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-02. Description of Requirement: The U.S. Army Corps of Engineers (USACE) plans to conduct an inspection of the B. E. Jordan Dam outlet works tower and conduit located in Moncure, North Carolina. USACE is committed to meeting downstream flow requirements that will require bypassing water around the dam during the inspection. The conduit inspection and repairs will be conducted between February 15, 2021 and February 28, 2021 when flow requirements are anticipated to be at a minimum. The Contractor shall pump a minimum of 40 cfs from the reservoir to the downstream channel during that time frame. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provison 5.212-2. Each offeror must submit both a Price Proposal and a Technical Proposal via email to Karri L. Mares at Karri.L.Mares@usace.army.mil and Ashley Stewart at Ashley.L.Stewart@usace.army.mil.� No hard paper copies will be accepted or evaluated. Both the Price Proposal and the Technical Proposal must be received by the closing date and time set for receipt of proposals. In an effort to reduce paperwork and reduce cost, all proposals shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. (Eastern Time) Title of Project: B. Everett Jordan Bypass Pumping Proposals are due as specified on the solicitation document (as amended if applicable). The time & date of Proposal receipt will be the timestamp the emailed proposals are received by the Government. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload doesn�t complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the upload confirmation for their record. SITE VISIT A site visit is scheduled for December 10, 2020 at 10:00am at the B. Everett Jordan Lake Visitor Assistance Center, 2080 Jordan Dam Road, Moncure, NC 27559. All contractors who plan to attend the site visit will be required to wear a face mask to enter any buildings or when 6ft social distancing is unable to be maintained.
