Feedback Requested.� Draft Request for Proposal I.� IDENTIFYING INFORMATION Notice Number: �PANROC-21-P-0000 001611 Notice Issue Date:� 10 December 2020 Description of Services:� Artificial Intelligence (AI) Test and Evaluation Support Services Ordering Agency:� Army Contracting Command � Rock Island (ACC-RI) Ordering Agency Point of Contact: � Meagan Cagle, Contract Specialist, 309-782-4485, meagan.b.cagle.civ@mail.mil Mark Martinez, Contracting Officer, 309-782-5211, mark.martinez2.civ@mail.mil Contract Instrument:� Government Portal - beta.SAM.gov NAICS Code and Size Standard:� The North American Industry Classification System (NAICS) code for this acquisition is 541511. �The small business size standard is $30,000,000.00. � Questions/Comment Due: 30 December 2020 at 2:00 p.m. Central Time II.� GENERAL INFORMATION a.� Purpose U.S. Army Contracting Command � Rock Island is releasing this DRAFT Artificial Intelligence (AI) Test and Evaluation Support Services Performance Work Statement (PWS), Questionnaire, Instructions and Evaluation for two purposes: Purpose 1: To inform the eligible vendors of the intent to release a Request for Proposal (RFP) to fulfill the requirements outlined in the attached PWS via beta.SAM.gov. The formal release of the RFP is currently anticipated to be released February 2021. Purpose 2: Provide vendors the opportunity to view the DRAFT (PWS) and Appendix A, Questionnaire, Instructions and Evaluation and submit comments and/or questions. ALL comments/questions shall be submitted via email using the spreadsheet Attachment 0004 � JAIC T&E Questions Matrix. b.� Scope The three key services under this BPA are as follows: Task 1 - Artificial Intelligence (AI) Test and Evaluation (T&E) Solutions:� The Contractor shall propose, design, build, and operationalize techniques, tools, or process solutions at the direction of the Purchasing Organization to conduct T&E of AI. Solutions developed under this task should follow system engineering and software development best practices. Task 2 - Test and Evaluation (T&E) and Independent Verification and Validation (IV&V) Services:� The Contractor shall conduct T&E of all capabilities directed by a Test Engineer assigned by the Purchasing Organization for capabilities developed from requirements and perform its T&E and V&V efforts on a day-to-day basis throughout the project lifecycle. The Contractor shall provide feedback, audit results, and test results on an ongoing basis. Task 3 - Other Technologies:� The Contractor shall identify other new or relevant technologies that were not previously mentioned above to the Purchasing Organization. The Contractor shall design, build, acquire, or operationalize the new technologies at the Government�s direction to improve T&E of AI. c.� Contract Type This is a Blanket Purchase Agreement (BPA). Type of contract(s) allowed under this agreement are Firm Fixed Price (FFP), Time and Materials (T&M), and FFP � T&M hybrid. The type of contract(s) will be established by the Ordering Contracting Officer (OCO) at the individual call order level.� � III.� PERFORMANCE WORK STATEMENT The Contractor shall perform all work in accordance with the PWS (reference Attachment 0002, JAIC T&E Performance Work Statement). � IV. PERIOD OF PERFORMANCE (PoP) The anticipated PoP the BPA will consist of call orders with a base period of one year, plus four one-year options, for a total of five years of performance if all options are exercised. The BPA will be reviewed annually, and, if necessary, updated at that time. During the final option, year five, the BPA will be reviewed to determine if it will be renewed. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Responses will not be returned nor will the Government confirm receipt. Whatever information is provided will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. In accordance with FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract. All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
