- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Process Applications, Incorporated (PAI) of 2627 Redwing Rd, Ste 340, Fort Collins, Colorado, 80526 pursuant to authority granted under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements� for a five (5) year firm-fixed price contract to provide Technical Support for the EPA�s Drinking Water Optimization Program. PAI provides the efforts under contract EP-C-15-019 currently underway, expiring on February 14, 2021. The drinking water optimization program began in the late 1980�s with a focus on enhancement and implementation of the Drinking Water Composite Correction Program (CCP). Implementation of the CCP resulted in documented improvements on individual surface water treatment plant performance. The documented success of the CCP, its value for drinking water primacy programs and the desire to apply CCP principles more broadly resulted in the creation of an Area-wide Optimization Program (AWOP). Broad-scale public water system performance improvements and the resulting drinking water quality improvements have been achieved via AWOP implementation. Public Water System Supervision (PWSS) programs implement their AWOPs to enhance public health protection and to benefit from the resulting proactive assistance with regulatory compliance. The AWOP was established with a focus on turbidity removal, resulting in greater protection against the risk of microbial pathogens passing through treatment plant processes. The program continues the focus on turbidity removal while expanding its technical scope to include optimization of both treatment plant and distribution system operations to minimize the formation of disinfection by-products (DBPs) and maintaining adequate disinfectant residual. The technical aspects of maintaining the integrity of water quality data from sampling through reporting has become another important aspect of the program. The technical scope of the program also includes optimization of process control for ground water treatment and conveyance, and many unconventional (alternate) treatment processes. The program�s documented impact on enhancing public health protection has also been called upon to address other public health challenges such as treatment for cyanobacteria associated with harmful algal blooms and arsenic removal. The National AWOP has been structured to address additional public health challenges, depending on the commitment of resources to the program. In addition to the expansion of the technical scope, the program has expanded in its breadth of participation by continually providing outreach to the PWSS programs that have not joined the AWOP network. Outreach will continue to support the vision of the National AWOP leadership team that each PWSS program in the United States will implement an AWOP. This procurement shall be made under the North American Industry Classification System (NAICS) code: 541330, Engineering Services, with size standard of $15M. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA�s requirement may submit a capability statement which must address the outlined requirements above. A determination not to compete the proposed contract based upon the responses received to this notice is solely within the discretion of the Government.
