REQUEST FOR INFORMATION (RFI) AJW-L500 / Customs and Border Protection (CBP) Radio Frequency Identification 12/11/2020 1.0 INTRODUCTION The Department of Homeland Security (DHS) Customs and Border Protection (CBP) provides innovative technology solutions to enhance the security of our nation�s borders and �to promote border security strategies that protect and prevent terrorist attacks and other transnational crimes,� with primary mission responsibility for the deployment of security systems.� 1.1� Background An Interagency Agreement (IAA) between the CBP and the Federal Aviation Administration (FAA) Logistics Center (FAALC) authorizes and funds the FAALC to provide CBP with supply chain management support, including award and administration of supplier contracts in support of U.S. Border Security Systems. The FAALC �intends to award and administer upcoming contractual agreement(s) for related future requirements on behalf of CBP to establish maintenance and sustainability capability for systems under the purview of the CBP. 2.0 PURPOSE This Request for Information (RFI) is being conducted for market research purposes only. The FAA�s main desired result of this RFI is to obtain virtual (video) demonstrations from vendors of currently available Radio Frequency Identification (RFID) handheld system technologies. The primary concern the FAA is attempting to confirm or refute is that there are RFID systems currently available that are compatible and can be integrated into the existing Government property management systems described herein. The FAA is seeking a brief virtual demonstration of how existing RFID interfaces with these systems. ����� This announcement is, in no way, intended to request proposals, nor is it intended to obtain responses to pursue direct contract awards. It is mainly intended to confirm or refute currently availability of RFID systems that are capable of satisfying known requirements. Responses to this announcement may also be used for market research purposes, to gauge interest among industry, determine availability of small businesses for competition set-aside consideration, and also may be used to develop acquisition strategies for future purchases. 3.0� ANTICIPATED MINIMUM SYSTEM CAPABILITIES Before proceeding to respond to this announcement with a virtual demonstration of any one particular system, interested vendors are advised of the following minimum system requirements currently being contemplated by the FAA: 1. The desired technology must track accountable assets and property, record asset locations and transmit/interface/update to existing Government property management systems including Integrated Logistics Support System (ILSS), the Logistics Center Support System (LCSS) and the Warehouse Management System (WMS). 2. The interface with existing systems must ensure that property locations, barcode, and other inventory critical information are updated in real time. The RFID technology must operate with radio frequencies that have been approved by the Federal Communications Commission (FCC) applicable standards and guidelines. 3. The system must be durable/ruggedized and have various tag sizes that are weather resistant. 4. The solution must also be mobile and capable of being mounted on a truck or other mobile/stationary structures.� 5. The System must prove that the system reader can read the associated tag information from at least 10 feet away and be able to communicate the updates back to government systems such as ILSS, LCSS and WMS. 6. The system must have a printer capable of printing color as well as black and white and the printer must be Bluetooth and WIFI enabled. 7. The reader and tags scanner must be ruggedized and have the ability to withstand a fall from 4 feet onto a hard flat surface.� ��������� 4.0 DESIRED DELIVERABLES All respondents to this RFI are requested to provide the following information (listed in order of importance): Technical Capabilities Virtual Demonstration, 5-10 Min in length, which discusses the anticipated minimum requirements described in section 3.0 above.� Cover Letter Containing Points of Contact for Government of General Sales Rough Orders of Magnitude (ROM) (to be used for budgetary purposes only) List of System Capabilities System Bill of Material (BOM) Specifications Describing the Ruggedization of Equipment System architecture diagram showing the overall architecture of reading the RFID tag and then transmitting to the CBP systems 5.0 SUBMISSION OF DELIVERABLES� Email is the preferred means of communication for all questions, comments, and responses and should eb sent to the main POC identified in this announcment. Vendors are requested to use �CBP RFID RFI� within the subject line of all emails pertaining to this announcement. � Live virtual demonstrations are preferred so that questions may be asked during or after the demonstrations. Interested vendors should contact this announcement�s POC to schedule their live virtual demonstration during the open period of this announcement. Live demonstrations are anticipated to be conducted via ZOOM or other means of virtual meetings. These meetings may be scheduled prior to the close of this announcement, or after, depending on availability. The FAA will attempt to provide as much flexibility as possible for this scheduling. � Pre-recorded video submissions are not preferred, but are acceptable for this RFI and may be submitted at any time on or before the closing date of this announcement without any further coordination with the POC. For pre-recorded demonstrations, please emphasize compatibility with the aforementioned Government property reporting systems as this is the FAA�s primary concern. Product samples and/or training aids to be provided to support virtual demonstrations are desired but not required. If vendors wish to provide samples of their product to support their virtual demonstration, this may be considered; however, please note that all shipping costs associated with doing this to and from the designated Government facility is the respective vendor�s responsibility. Vendors should coordinate with the POC of this announcement for delivery instructions if samples may be provided for their demonstrations. �� All responses, or requests to schedule live virtual demonstrations, are requested to be submitted prior to the closing date of this announcement. Responses received after this date may, or may not, be considered or reviewed. Interested vendors who wish to provide a response, or schedule a live demonstration, after its closing date are encouraged to contact the POC of this announcement prior to attempting to develop responses. 6.0 WARRANTY Interested parties are advised that it is the FAA�s current intent to require a minimum 1-year repair/replacement warranty for all RFID products purchased in the future. Additionally, vendors are advised it is the FAA�s intent to also pursue extended warranty/service agreement options for any near-future contract requirements. This statement is a notice of intent only and may be subject to change for any future requirements for RFID equipment purchases. 7.0� DISCLAIMER This is a Request for Information (RFI) only. Actual proposals are not being requested, nor will they be considered for a contract award at this time. Responses to this RFI are at the vendor�s risk and cost. The FAA will not reimburse participants for any costs accrued in the development or delivery of submittals for this RFI. The FAA reserves the right to cancel this announcement at any time and at no cost to the FAA.�
