- Description
- The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a sole source award to Ridgeline International, Inc. for Systems Testing Services for Conducting Experimentation on Force Protection Technologies in Various Replicated Operational Scenarios. ERDC has received a requirement to conduct experiments on force protection technologies in multiple, specialized replications of operational scenarios. To accomplish this requirement, ERDC must conduct an integrated series of mission-based experiments and acquire the unique support from Ridgeline. In order to satisfy program requirements, ERDC must conduct testing in three distinct scenarios that are tightly integrated into an overarching operational picture: a live airfield setting for testing in replicated airfield operations, a mountain terrain setting with an operational area large enough for line-of-site denial, and a test range for static and dynamic explosive testing. Ridgeline has provided system and operational support to prior phases of the work through other government agencies, where unique hardware and software systems were created and implemented to support the work objectives. The current project must be fully integrated with all prior works; therefore; Ridgeline must provide the required systems and technical support to ensure full compatibility with the previous activities. The award will be issued in accordance with FAR 6.302-1(a)(2). The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 518120 (Data Processing, Hosting and Related Services), with a size standard of $21 million dollars annual receipts. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Janalyn Dement at Janalyn.H.Dement@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than Monday, December 28, 2020.
