SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Notice (SSN). This is not a request for quote (RFQ). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this SSN shall be voluntary. This SSN is for market research purposes only. The information submitted in response to the SSN will not be utilized to determine vendor standing in any future/potential RFQ, nor will it be utilized to determine if a vendor is qualified to submit an RFQ for any future/potential requirement. The SSN and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this SSN. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this SSN. No vendor will be provided information on solicitations issued on a GPE based on this SSN. Potential sources shall provide shipping and delivery as well as required lead time from receipt of order to shipping. Their Capability Statement must be clear, concise, and complete. The Department of Veteran Affairs, Network Contracting Office (NCO) 1 requests information for VISN1. The VISN 1 Healthcare System has the need to purchase STATRef Subscription. The intent is to find qualified businesses relative to the North American Industry Classification Code (NAICS) 519130. You must be an authorized distributor of the products for the items of your submittal. You will be required to provide proof of designation or official letter from the manufacturer. STATEMENT OF WORK A. General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) requires a subscription to STAT!Ref, a commercial, off- the- shelf, web-based collection of electronic (online) books from Teton Data Systems, Jackson WY to continue its availability throughout VISN 1. The STAT!Ref electronic book collection provide information that will directly impact patient care and is also a good source for background information. VISN 1 s goal is to ensure uniform availability of a high quality, clinical, knowledge-based resources across the network to improve clinical decision making at the point of care. Performance Period: One-year award from Jan 1, 2021 to Dec 31, 2021. Objectives The desired goal is to have a VISN 1 wide provision of a selection of electronic books (eBooks) that can be integrated within our online library s discovery tool. Provide VISN-wide access to the aggregated eBooks database to all employees. Have a VISN1-wide centralized purchase to capitalize on the economies of scale offered by vendors. Negotiate one license/contract to decrease the current contracting and reviewing efforts that are required at the facility level, and thereby avoid the costs and workload associated with multiple procurements. Scope of Work: The vendor will provide all sites in the VISN 1 network with access to a single online, web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Users are to have immediate access from any web-enabled on a network computer within VISN 1. It is required that all authorized remote users of VPN, Citrix, OCLC EZProxy have access to the product through any VA networked computer and/or CPRS. Information Scope: The product shall include the set of 89 eBooks (listed below) that were selected by the VISN1 Knowledge Library staff based on the needs and requests of the VISN1 staff patrons The titles list has been reviewed, assessed and confirmed with Teton Data Systems (the vendor of StatRef.) Information Quality: Resources are accurate, authoritative, and relevant for currency. The sources are well recognized in their medical fields. When available any images, tables and diagrams are clearly shown. Usability: Navigation within the system is logical and is easy to use. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly. The product has user friendly help and direction aids. Access, content, support: Product is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Users can have immediate access from any web-enabled computer throughout VISN 1. It is required that all authorized remote users of VPN, Citrix, or OCLC EZProxy have access to the product through any VA networked computer and/or CPRS. A username and/or password option should be offered for remote users if needed. Allow mobile access when available. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 users region wide. System downtime is minimal and VA project manager is notified when such occurs. Topics are easily printed. The product s licensing agreement must permit free use for educational purposes of all pictures and graphics. Single point of contact for customer service issues is assigned to VA Questions are responded to on the same business day. Usage statistics are available to the system administrator on an enterprise level. The product should be accessible via a variety of mobile devices. Graphics, pictures, and/or images that are searchable are highly desirable. The contractor should offer training services. On an as requested basis, training session (web-based or live) will be set up to train VISN 1 staff on use of the product. Specialized training sessions may be requested for VISN 1 library staff. Availability of usage statistics at an IP level is highly desirable. Topics can be emailed among VISN 1 colleagues. See Title List Below List of eBooks required:
