SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Notice (SSN). This is not a request for quote (RFQ). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this SSN shall be voluntary. This SSN is for market research purposes only. The information submitted in response to the SSN will not be utilized to determine vendor standing in any future/potential RFQ, nor will it be utilized to determine if a vendor is qualified to submit an RFQ for any future/potential requirement. The SSN and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this SSN. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this SSN. No vendor will be provided information on solicitations issued on a GPE based on this SSN. Potential sources shall provide shipping and delivery as well as required lead time from receipt of order to shipping. Their Capability Statement must be clear, concise, and complete. The Department of Veteran Affairs, Network Contracting Office (NCO) 1 requests information for VISN1. The VISN 1 Healthcare System has the need to purchase Micromedex and Redbook Subscription. The intent is to find qualified businesses relative to the North American Industry Classification Code (NAICS) 519130. You must be an authorized distributor of the products for the items of your submittal. You will be required to provide proof of designation or official letter from the manufacturer. STATEMENT OF WORK A. General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) requires a one year (base year) online subscription to Micromedex and Redbook from IBM via the vendor E.J. Federal Enterprises, LLC. This online subscription will provide continued, uninterrupted availability of Micromedex and Redbook throughout VISN 1. VISN 1 s goal is to ensure uniform accessibility to high quality, clinical, knowledge-based electronic resources across the network to improve clinical decision-making at the point of care. Performance Period: One-year award (base year) for an online subscription for the period Jan 1, 2021 to Dec 31, 2021. Objectives The desired goal of the VISN1-wide provision of Micromedex and Redbook is to enable pharmacists across the VISN1 to search and utilize an online drug information and pricing data resource. The Micromedex and Redbook resources provide access VISN-wide to standard knowledge-based, and evidence-based clinical pharmaceutical and toxicology information plus drug pricing information. A VISN-wide centralized subscription purchase capitalizes on the economies of scale offered by vendors Negotiating one license/contract to decrease the current contracting and reviewing efforts that are required at the facility level and thereby avoid the costs and workload associated with multiple procurements Scope of Work: The vendor will provide all sites on the VISN1 network with access to a single web-based drug information product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Product Scope: The product should include the following: Easy to use basic search capability; powerful advanced search capability Direct links to full text; search results provide links to full text (where available) Adherence to the standards of evidence-based medicine Help clinicians overcome information overload and save time by providing quick diagnosis and access to a vast source of high-quality medical content Peer-review validation Product Quality: The product is accurate, authoritative, relevant and well recognized in their field. Usability: Navigation within the product is logical and easy to use. The product provides fast access to subjects and subtopics. Topic linking or indexing retrieves electronic content of high relevance quickly. The product has user friendly help and direction aids. Access, content, support: Product is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant OR if product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS (electronic medical record software). The product is compatible with most standard web browsers, which have cookies enabled. To ensure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 users region wide. System downtime is minimal and VA project manager is notified when such occurs. Single point of contact for customer service issues is assigned to VA. Questions are responded to on the same business day. Usage statistics are available to the system administrator on an enterprise level. The product should be accessible via a variety of personal platforms and mobile devices. The contractor should offer training services. On an as-requested basis, training session (web-based or live) will be set up to train VISN1 library on use of the product. Specialized training sessions may be requested for VISN1 library staff. Availability of usage statistics on quarterly basis at an IP level is highly desirable.
