Page 2 of 2 The Erie Veterans Affair Medical Center (Erie VAMC) anticipates soliciting an offer and subsequently awarding a single, Firm-Fixed-Price contract that will be the Best Value to the Government based on evaluation factors and price, to be released in Phase II of an upcoming solicitation. The project will be for the selection of a prime contractor (Construction contractor NAICS code is 236220, (Commercial and Institutional Building Construction). The prime contractor to contract/partner with an architect/engineering firm to provide design-build services necessary for completion of designs and the construction of the Renovate 3rd Floor for Oncology & Telehealth (This is a Design-Build project). Note: This notice is NOT a request for proposal at this time. Project Scope Summary The Design Build team shall provide all, labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here along with other specified tasks as further defined in a request for proposal (RFP) for renovation of Project No. 562-18-407, Renovate 3rd Floor for Oncology & Telehealth. The project shall be designed and completed in accordance with current VA Criteria, EPA requirements, VA Specifications and developed specifically to meet local requirements for the Erie VAMC in Erie PA. The resultant contract of this procurement is to provide required design completion of the referenced project and perform construction of completed design work. Selection/Administration: This project is a Best Value two-phase design-build solicitation. ONLY firms that are 100% SDVOSB will be allowed to participate in Phase I of the solicitation. The Phase I proposals will be evaluated to determine which offerors will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for responding to Phase 1 of the solicitation as well as all evaluation factors for both Phase I and Phase II. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Total project anticipated between $500,000 and $1,000,000. Applicable NAICS codes is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 million. The solicitation will be issued on or around Wednesday December 28, 2020. The period of performance for the project shall be 180 calendar days from the Notice to Proceed issued date. End of Document
