Description

The Naval Air Systems Command (NAVAIR) has awarded a Cost Plus Fixed Fee (CPFF) Delivery Order (DO) N00019-21-F-0070 under Basic Ordering Agreement (BOA) N00019-20-G-0003 to Maritime Surveillance Associates (MSA) in Brunswick, ME, for Global Reconstruction Analysis and Measurement System (GRAMS) Multi-Static Active Enhancements (MAC-E) Tactical Situational Display (TSD).� The effort includes the development of a Tactical Situation Display (TSD) that will interface with the P-8A Acoustic Operational Flight Product (AOFP) and function as a surrogate for P-8A Tactical Open Mission System (TOMS). Additionally, the GRAMS TSD and Programmable Entry Panel (PEP) will be modified to interface with the P-8A AOFP in a Review Mode state with MAC-E system. This order was awarded to MSA in the amount of $856,614.00, with an overall value of $1,683,375.00 including options. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 19-0542, 14 February 2020, attached.
