- DLA Troop Support is conducting a market survey for the Intermediate Cold/Wet (ICW) Men�s & Women�s Gloves to determine an acquisition strategy that will enhance our support of military customers as well as to determine what your industry will be capable of providing with respect to the required item.� For this reason, DLA Troop Support would appreciate your firm sharing your expertise and insight as to how these items can be most efficiently procured. Our agency plans to issue a solicitation for the referenced glove under an Indefinite Delivery-Indefinite Quantity Contract (IDIQC), a long-term contract designed to provide an indefinite quantity, within stated limits, of supplies to be furnished during a specific period, with deliveries or performance to be scheduled by placing an order with the contractor.� The contract is intended for use with items for which recurring demands may be anticipated, as a means of reusing the time and expense required soliciting and making repetitive awards.� Based on the indefinite quantities, the awardee may receive awards of unknown quantities, with an Annual Estimated Quantity (AEQ) of 60,144 Pairs, a Guaranteed Minimum Annual Quantity of 15,036 Pairs and a stated not to exceed 5-Year Contract Maximum Quantity of 375,900 Pairs.� The contract shall be for a Base 1-Year Term and Four 1-Year Option Periods.� However, the total contract duration shall not exceed 5 years. It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers.� No information provided in response to this inquiry will be considered binding between the vendor and the Government.� With these facts in mind, it is requested that you review the following requirements for the ICW Gloves and answer the questions on the attached pages.� If you have any questions concerning this matter, please contact Kelley Mauldin via email at kelley.mauldin@dla.mil. NOTE: �The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012 and �specialty metals� (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown reprocessed, reused, melted or produced in the United States, its possession or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
