Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with COMSOL., for the acquisition of COMSOL Multiphysics and add on products needed by Office of Information Systems Management Division (OISM) at NIST, Gaithersburg, Maryland. Sole Source determination is based on the need to renew COMSOL Multiphysics Software.�� OISM has a need to maintain the current network licensing seats for existing COMSOL Multiphysics software owned by NIST. COMSOL Multiphysics is finite element analysis software for physical modeling via partial differential equations across grids.� It supports modeling of mechanical, thermal, RF/microwave radiation, and fluids modeling, etc., and allows coupling together of these different physical domains to simulate one complex system constructed of a variety of materials.� COMSOL is the exclusive manufacturer for COMSOL Multiphysics and add on products that are proprietary to COMSOL. The current COMSOL Multiphysics products are critical to the success of NIST research programs.� The institutional knowledge that has been acquired in the experience of using these products for many years would be difficult and expensive to replace and it is currently NIST's main modelling software.� Failure to renew COMSOL specifically would interrupt numerous NIST research programs.� COMSOL is the only know vendor capable in providing the required renewal. The North American Classification System (NAICS) code for this acquisition is 511210 � Software Publishers. The small business size standard is $41.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on December 22, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
