- Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 04 (NCO 04), intends to negotiate on a sole source basis with Omnicell Inc., 590 E. Middlefield Rd., Mountain View, CA, 94043, in accordance with FAR 8.405-6. Veterans Integrated Service Network 04 (VISN04) requires Point of Use (POU) medication dispensing/management systems and medical product dispensing systems to upgrade existing Omnicell systems. The systems will be installed and used to support single server integration to Veterans Affairs (VA) inventory and medication management systems and must integrate with existing Omnicell point-of-use (POU) systems including software, in medical centers and Community Based Outreach Clinics (CBOCs), throughout VISN04. Service and technical support for new and currently installed Omnicell systems is also required. Omnicell Inc. is the sole manufacturer and exclusive provider of Omnicell products and support services for Omnicell equipment in the United States. The required services are proprietary, and Omnicell does not contract products or services to third parties, therefore there are no other sources capable of meeting the requirement. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 12/16/2020 at 1:00 PM EST. ALL responses must be sent by email to the Contract Specialist, Thomas Cossentino, at thomas.cossentino@va.gov. Responses must include ISS 36C24421Q0151 in the subject line. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 339112.
