- Network Contracting Office 08 is issuing this sources sought notice as a means of conducting market research to identify parties having an interest and resources to support a requirement for a one-time Pharmaceutical Waste Collection service. The result of this market research will contribute to determine the method of procurement. The anticipated applicable North American Industry Classification System (NAICS) code assigned is 562119-Other Waste Collection, size standards of $38.5 million. There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market research is purely voluntary and the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform this contract service, please provide the following information: (1) organization name, DUNS, address, email address, website address, telephone number, and size/type of ownership of your organization. (2) tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming agreement is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Potential Contractors shall be registered with the Department of Drug and Enforcement Agency (DEA) to participate in this acquisition and must provide a copy of their registration with their capability statement. All pharmaceutical waste collection must be reported on DEA Form 222 and shall be reported to the DEA and the Orlando VA Healthcare Systems. Contractor will be required to process and dispose of pharmaceuticals including schedule II-V controlled substances, and shall be responsible for complying with Federal Regulation (CFR) Title 21 Food and Drugs, Title 29 Hazardous Materials, Title 40 Protection of the Environment, Title 49 Department of Transportation, U.S. Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), Drug Enforcement Administration (DEA), 41 U.S.C. chapter 67, and Service Contract Labor Standards. The government will evaluate market information to ascertain potential market capacity to; (1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; (2) secure and apply the full range of technical resources required to successfully perform this requirement; and (3) implement a successful plan that includes: compliance with program schedules, cost, and risk mitigation. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for any small business socio-economic group. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
