- NUMBER: PR: 0040512583 POSTED DATE: 12/07/2020 SUBJECT: Alaska Fire and Fuels Website This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than December 18th, 2020 by sending an e-mail to soaks@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to: COMPANY: The University of Utah, DUNS: 009095365 FOR : Estimated $110,300 ON: 01/01/2021 NAICS: 541511 Custom Computer Programming Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement Determinations not to compete this proposed procurement were made because: The University of Utah is the only organization that can perform this unique function for several reasons. The first is that they developed and refined the original web page and thus have the existing code for further development and enhancement. Also, these past 7 years of development have allowed University of Utah staff to have an in-depth understanding of the technical calculations and reasoning behind the fire danger rating system that is used in Alaska. They also have gained a thorough comprehension of why this data is critical to wildland fire management as well as how to best display such data for easy digestion by users. Finally, they have direct access to all U.S. weather data that is gained from a variety of different networks; no additional costs are necessary to obtain that data and they are skilled at extracting the necessary information from the numerous platforms available.
