- The Defense Logistics Agency (DLA), Land and Maritime located at the Norfolk Naval Shipyard, Portsmouth, Virginia, Contracting Division intends to negotiate a firm fixed price contract, for the items listed below utilizing the North American Industry Classification System Code 332722, Bolt, Nut, Screw, Rivet, and Washer. This requirement will be set aside as a 100% Small Business concern. This requirement is being solicited as Control Industrial Material (CIM), which requires written verification that the chemical and mechanical properties have been determined and are acceptable, IAW military specification FF-S�86E, as it applies to the below document numbers: �The Contract Line Items (CLINs) are as follows. 0328B537 Capscrew, fifty (50) each. CIM Item � Fifty (50) Socket Head Cap Screw, 1�-1/8�-7 UNRC-3A X 4.500� Long.� P/N-KS1216-1807-72S, AMS5731 Silver Flash Plated, Hear Resistant Steel The following ordering data applies to 0328B537. This ordering data is for fifty (50) Fifty (50) Socket Head Cap Screw, 1�-1/8�-7 UNRC-3A X 4.500� Long.� P/N-KS1216-1807-72S, AMS5731 Silver Flash Plated, Hear Resistant Steel. NOTE: Ultrasonic inspection certification, material certification, and mechanical property certification is required to be attached to the material when shipped. Ordering Data IAW FF-S-86E Document: 0328B537 Federal Specification, Screw, Cap Socket Head May 29, 1987 & Amendment 4 1991.01.16 �SPS Aerospace Part # KS1216-1807-72S N/A N/A Silver Flash Plated per AMS 2411 UNRC-3A The following �ordering data applies to 0328B537. Provide written verification that the chemical and mechanical properties have been determined and are acceptable IAW the required specification __FF-S�86E__ as applicable for document _0328B537_ are as follows: ��������������� a.) Provide written verification that the chemical analysis and mechanical properties tests have been determined and are acceptable.� All test reports will contain a signed certification that the results represent the actual values for the material provided and that they are in full compliance with the contract specification.� Material certification data shall be recorded on the testing company's letterhead and shall bear the name, title and signature of the authorized company representative.� The name and title shall be clearly legible.� Certification data supplied to the government shall be either the original mill material certification, the original copy from the testing facility, or exact photocopies of these documents.� The data forwarded by the manufacturer shall contain a signed certification that the reported results represent the actual attributes of the material furnished and indicate full compliance with all applicable specification and contract requirements.� Statements on material certification documents must be positive and unqualified. �The material certification data reports shall include quantitative data representing the actual values obtained during testing. ��������������� b.) Test reports will list all verified attributes and will be traceable to the material via a heat, lot, or batch number applied to the material by the manufacturer.� Each piece of material must be marked with the applicable heat, lot, or batch number shown on the test reports provided.� In the case of a finished product identified by a lot number manufactured from a start material identified by a heat number, the final test reports performed on the finished product samples shall be marked with the lot number.� The test reports for the raw material shall be marked with the heat number of that material. ��������������� c.) Test reports labeled ""Typical,"" those with words such as ""to the best of our knowledge"" or ""we believe the information contained herein is true"" or those that have results transcribed from other reports or documents, or test reports with the heat/lot/batch number information handwritten on them are not acceptable. ��������������� d.) Test reports for loose MIL-DTL-1222, K-Monel (QQ-N-286), fasteners and for all assemblies which contain MIL-DTL-1222 K-Monel fasteners, shall include a certification statement describing the forming process used to manufacture the fasteners (i.e. hot headed with cold rolled threads, hot headed with machined threads, etc.), the heat treatments performed, and the order in which these actions were performed (i.e., fasteners manufactured and then solution annealed and age hardened, etc.).� This action is required to ensure compliance with MIL-DTL-1222, paragraph 3.3.4, which requires fasteners with formed heads (i.e., hot headed, cold headed, etc.) and rolled threads to be solution annealed and age hardened after the manufacturing process. ��������������� e) Certifications for QQ-N-286 Rev G materials shall show that slow strain rate tensile {SSRT} test of �start material� has been accomplished per QQ-N-286 Rev G requirements. ��������������� f.) Where headed fastener specifications require a yield strength test AND a wedge tensile test, a separate (new, untested) fastener is required for each of the two test methods, and both of these tests shall be reported.
