Description
This is a Sources Sought Synopsis; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. Under FAR 52.219-14, Limitations on Subcontracting, at least 50% of the cost of contract performance incurred shall be expended for the prime contractor employees of the concern or other businesses within the same socioeconomic category for service-type procurements The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI is conducting market research with the intent of determining the interest, capabilities, and qualifications of a company to conduct training for Swisslog CTS 30 Pneumatic Tube System for staff at the Milwaukee VAMC in Milwaukee, WI. This Sources Sought Synopsis is published for market research purposes. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. We request that interested offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide this service for the Milwaukee VAMC. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement The requirements are as follows: DESCRIPTION OF SERVICES Contractor shall provide two days of on-site Swisslog CTS 30 Pneumatic Tube System (PTS) Training for up to 12 Facilities Maintenance (FM) personnel at the Clement J. Zoblocki VAMC. The Contractor shall provide all labor, equipment, materials, transportation, supervision, quality control, and management necessary to accomplish the deliverables as described in this statement of work (SOW). Contractor shall provide: A. A brief Swisslog CTS 30 Pneumatic Tube System (PTS) overview module. (Utilizing no more than 20% of total class time.) B. A training module on operational problems and system faults. (30%+ of total class time.) C. A training module on troubleshooting. (30%+ of total class time.) D. A brief module on periodic maintenance. (Utilizing no more than 20% of total class time.) E. Their own laptop containing the PTS Training. This laptop will be plugged into a VAMC classroom projector. F. An electric .pdf file of all non-proprietary training materials used in the class to VA Medical Center s Point of Contact (POC), within three days of class completion. G. A minimum of four (4) on-equipment training scenario exercises, demonstrating common/probable system faults, and necessary troubleshooting, using one of the five zones (risers) on the VA Medical Center s pneumatic tube system, if such can be accomplished without adverse impact to tube system traffic in the four remaining zones. If such cannot be accomplished, provisions will be made in advance by the Contractor to have ready and provide an alternative agenda to fill the allotted time focusing on common/probable PTS operational problems/faults and troubleshooting (items B and C above) using classroom scenarios. PERIOD OF PERFORMANCE Period of performance shall begin on the award date of the contract and continue until the Government determines the all deliverables described herein are complete. The estimated period of performance is 90 days from award. The exact dates are to be determined upon award and agreed upon by both the VA and the Contractor IDENTIFICATION, PARKING, AND VA REGULATIONS: The Contractor's FSEs shall wear visible identification at all times while on the premises of the VAMC. It is the responsibility of the contractor to obtain and pay for parking. The VAMC does not provide any parking. The VAMC will not invalidate or make reimbursement for parking violations or charges for the Contractor under any conditions. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. SPECIFIC MANDATORY TASKS AND DELIVERABLES Contractor shall submit their proposed approach of accomplishing the below deliverables. The contractor is free to propose a different schedule as long as all minimum requirements are met. Work plan/course schedule/agenda for course(s) (up to 12 students per class) Within 15 days of contract award Conduct training class Propose two dates minimum, 30 days from award HOURS OF OPERATION Training shall occur during normal business hours between 7:30 am to 3:30 pm Monday through Friday, excluding holidays. Training is to be no more than 7 hours per day with 30 minutes for lunch. Federal and National Holidays observed by the VAMC are: National Holidays Federal Holidays New Year's Day Labor Day Independence Day Memorial Day Independence Day Thanksgiving Day Christmas Day M L King's Birthday Columbus Day President's Day Veterans Day Also included would be any other day specifically declared by the President of the United States to be a National Holiday. When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday by U.S. Government agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a legal holiday. SECURITY REQUIREMENTS The Contractor s employees shall wear visible identification and company uniforms, approved by the COR, at all times while on the premises of the VAMC. Identification shall include, but not limited to, a company identification card, which shall include the company name, employee name, title, and a photograph of the employee. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section or the COR. The VAMC will not invalidate or make reimbursement for any parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at the VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to a search. Violations of VA regulations may result in citations answerable in the United States (Federal) District court, not a local district, state, or municipal court. SPECIAL QUALIFICATIONS The contractor shall propose a single fixed-price amount for the training. When performing work under the provisions of this contract, the Contractor s employees must strictly observe the requirements of all applicable Department of Veterans Affairs, U.S. Department of Labor Occupational Safety and Health Administration, U.S. and Wisconsin Environmental Protection Agencies, and VA Medical Center rules, regulations, and policies. Particularly those rules and regulations pertaining to fire safety, infection control, lock and tag out procedures, and confined space entry within in the VA Medical Center. GENERAL INFORMATION Smoking Policy - Effective January 1, 2019, the Clement J Zablocki VA Medical Center is a smoke free and tobacco free campus. Employees and contractors are not allowed to smoke anywhere on the campus A copy of hospital smoking policy is available upon request. Violation of the VAMC Milwaukee smoking policy may result in worker being removed from worksite for duration of project. GOVERNMENT FURNISHED EQUIPMENT GOVT. FURNISHED PROPERTY / MATERIALS / SERVICES QUANTITY Facility and room with table and chairs including audio/visual equipment, computer and support Accommodate up to 15 people Use of a single zone (riser) on the Zablocki VAMC pneumatic tube system (PTS) for training and demonstration purposes, if such can be accomplished without adverse impact to system traffic in the four remaining zones. SPECIAL NOTE: COVID-19: Due to the current pandemic, contractors must be able to meet the screening polity in effect at the Clement J. Zablocki VA Medical Center. Contractor Personnel who screen positive, will not be allowed to enter any building on campus. Contractor Personnel must be able to answer NO to all of the following questions: A. Do you have a fever? B. Do you have a sore throat? C. Do you have a new onset of shortness of breath, with the last 21 days? D. Do you have a new onset of a cough in the last 21 days? E. Have you traveled outside the U.S. in the last 14 days? Contractors are required to wear an approved face mask over their nose and mouth when working on campus within 6 feet of another individual when outside, and at all times when inside a building. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Interested Firm's shall respond to this Sources Sought Synopsis no later than 10:00 a.m. Central Time on December 7, 2020.
