- 1. This is a combined synopsis/solicitation for Nitehawk Raptor II Street Sweeper, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes, are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. FAR 13, Simplified Acquisition Procedures will be used. 2. The solicitation number is 36C26021Q0145 and is issued as a request for quotation (RFQ). This solicitation replaces 36C26021Q0126 which was previously posted to beta.SAM. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05 effective March 30, 2020, and the Veterans Affairs Acquisition Regulations (VAAR). This solicitation is set aside 100% for Small Businesses and the associated NAICS 333120 code has a small business size standard of 1250 employees. The business has been verified for ownership and control pursuant to 38 CFR 74. The Government is seeking a contract to acquire Nitehawk Raptor II Street Sweeper brand name or equal. Salient characteristics: Salient Characteristics The sweeper must come with a backup camera already installed. The sweeper must include an enclosed cabin which seats at least two persons comfortably with air conditioning and heat for operator safety in a sealed pressurized interior. The sweeper must have at least one main brush to effectively clean uneven surfaces with the brush(es) suspended center-point with a cleaning path (including nozzle and/or broom width) with a diameter of 16 and have a length of 13 . The sweeper must be orientated to where the driver sits on the right-hand side of the cab with a passenger seat on the left-hand side. The sweeper must have a minimum of one side curb broom on the driver s side. The sweeper must have a hopper volume capacity with a minimum of 5.0 cubic yards. The sweeper must have a multi-level hopper with the ability to discharge into a large roll-offs or other dump trucks by a mode of force other than manual lifting (e.g., electric or hydraulic power). The sweeper must be powered by a diesel or gasoline powered engine with an obtainable forward speed of at least 25 mph and have an engine size of at least 40 HP. The sweeper must have a vacuum fan motor size of at least 15 HP with an independent vacuum fan shutoff. The sweeper must have a suction hose and be able to be used effectively in wet conditions. Multiple vacuums and suctions hoses are acceptable. The sweeper must include a water tank of a minimum of 100 gallons. The sweeper must have a backup alarm as well as front and rear hazard strobe lights. The sweeper must include a tool or box rack. The sweeper must include a spare tire, wheel and wheel tool. The sweeper must have safety lights installed on the vehicle. 7. Delivery: Delivery is request no later than 45 after receipt of order (ARO) fob desitination. 8. The provision at 52.212-1, Instructions to Offerors Commercial items (DEVIATION 20018-O0018), applies to this acquisition: All offeror quotes for this solicitation must be received electronically through email to jared.zinsmeister@va.gov no later than 12/10/2020 1PM MST. 2. The solicitation number. 3. The name and DUNS #, address, and telephone number of the offer. 4. A technical description of the equipment being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. 5. Contractor shall provide an authorized distribution letter from the manufacture. 6. Price and any discount terms. 9. The provision at 52.212-2, Evaluation Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest priced quotation that meets all salient characteristics requirements that is responsive and responsible. A comparative evaluation will be conducted in accordance with FAR 13.106-2(b)(3) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), after its receipt, unless a written notice of withdrawal is received before award. 10. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer if has not been completed on SAM.gov. 11.
