- Pre-Solicitation Notice Request for Proposals (RFP) 75N91019R00007 TITLE IS CHANGED TO:��Biomedical Computing, Analytic and Data Management Services Set Aside Status: This section has been revised as follows:� This potential acquisition will be competed through FULL AND OPEN COMPETITION.� The Government anticipates making two (2) indefinite delivery indefinite quantity (IDIQ) contract awards under which fixed price and cost-reimbursement type task orders will be issued.� The Government anticipates that at least one task order will be awarded with each base contract. �Background: The National Cancer Institute (NCI) conducts and supports science to identify a person�s risk of developing cancer and to find ways to reduce that risk.� Years of research have shown that the diseases of cancer occur not as a single, catastrophic event, but rather as the result of a complex and long-evolving process.� The process of carcinogenesis can take decades to complete, proving time and opportunities to retard, stop, or reverse its progress.� The NCI advances cancer research by generating new information about molecular processes that are vulnerable to interventions, developing effective chemoprevention agents; discovering early detection biomarkers; pinpointing mechanistically targeted nutrients; testing new screening methods and technologies; and conducting clinical trials through national networks and at the community level.� The NCI studies cancer through structural, functional and computational genomics, collecting data from tissue samples from research studies, and making the data publicly available for research. Project Requirements: The goal of this acquisition is to provide non-research and development (R&D) technical support and data management services to NCI, to support a wide variety of NCI studies and projects.� These services include systems design, computer programming, system documentation, and operational support to the National Cancer Institute. Computer-related support is required in eleven (11) main areas. Area 1:� Project Management/Core Services Area 2:� Data Management Area 3:� Computer Programming Area 4:� Computing Infrastructure Services Area 5:� Website Development Area 6:� Systems Design and Development Area 7:� Reports and Manuscripts Preparation Area 8:� Management of NCI Data Area 9:� Evaluation of NCI Data and Projects Area 10:� Technical and Administrative Support Area 11:� Statistical Methodology and Program Support The NCI intends to award two (2) Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a five year ordering period. Sample Task Order #1, �Contract Initiation/Kick-Off� will be solicited as part of the Request for Proposal for the base IDIQ contracts and awarded concurrently with all base IDIQ contracts. Sample Task Order #2, ""Data Computing Services"" will be awarded following the award of the base IDIQ contract to one awardee. Place of Performance: The place of performance will be the Contractor�s work site. Additional Information: Request for Proposal Number 75N91019R0007 will be available on or about December 16, 2020 with a due date for receipt of proposals on or about February 16, 2020. The RFP is only available electronically and must be accessed through �Contract Opportunities� at the https://beta.sam.gov/ website and the National Cancer Institute homepage at http://rcb.cancer.gov/rcb-internet/index.jsp . All information required for submission of a proposal must be contained in the electronic RFP package. It is the Offeror's responsibility to monitor the above websites for the release of this RFP and amendments, if any. All responsible sources may submit a proposal, which shall be considered by the agency. This notice does not commit the Government to award a contract. Offerors are required to submit their proposals online at the NIH electronic Contract Proposal Submission (eCPS) website (https://ecps.nih.gov/NCI/home/ ) ONLY. Proposals submitted in hard copy (paper) will not be accepted. Proposals submitted by email will not be accepted. Collect calls will not be accepted. Facsimile transmissions will not be accepted. This notice does not commit the Government to award a contract.
