Description: Introduction: The USACE Seattle District intends to solicit from a single source and award a purchase order to acquire Architect-Engineering (A-E) survey services.�� Description of Services:� This is an urgent firm-fixed-price services contract for mapping planimetric information, utilities, and topography in three dimensions (3D) for an unaccompanied enlisted personnel housing (UEPH) barracks project at Joint Base Lewis-McChord, Washington (JBLM).�� This survey requirement will be acquired under Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures and FAR Subpart 36.6 - Architect-Engineer Services.�� The value of this survey (less than $100,000) is below the simplified acquisition threshold ($250,000). The NAICS code is 541370 - Surveying and Mapping (except Geophysical) Services. Authority - FAR 13.106-1(b) and FAR 36.602-5.�� Reasons for Soliciting from a Single Source: In accordance with (IAW) FAR 13.104, Contracting Officers must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR 13.106-1(b), Contracting Officer�s may solicit from a single source for purchases not exceeding the simplified acquisition threshold. Contracting Officer�s may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Topographic & utility locates are urgently required prior to starting 35% design of the FY23 Unaccompanied Enlisted Personnel Housing (Barracks) Facility at JBLM, WA.� Having these surveys prior to 35% is necessary to inform the Code 2 Validated Scope & Cost being executed and programmed by Congress.� The Code 2 Phase is the last phase needed to implement the DD1391 Programmed Costs.� Not having the topographic & utility locates at the 35% design will potentially lead to unanticipated scope changes and unforeseen DD1391 programmed costs as the design progresses.� This could cause redesign and impact full scope affordability at time of award.� �� In accordance with FAR 36.603(a) and 36.602-5, Seattle District has evaluated recent SF330s on file for surveying and mapping services for this urgent requirement and find APS Survey and Mapping, Inc., Bellevue, WA, to be most highly qualified among the SF330s considered. The US Army Corps of Engineers, Seattle, WA intends to issue an award to APS Survey and Mapping, Inc. for the survey of the UEPH Barracks Site at Joint Base Lewis McChord. � No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, interested persons may identify their interest and capability to respond to this requirement.
