NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price order to a single source American Association for Advancement of Science subscription, on or about 20 Dec 2020.� The period of performance (PoP) shall be from 1 Jan 2021 � 31 Dec 2021.� �� PSC: 7A20 NAICS: 511210 Size Standard: $41.5M Software name: American Association for Advancement of Science Supplier name: American Association for Advancement of Science Product description: The AFRL Library Council requires access to the American Association for the Advancement of Science (AAAS) ""Science"" publications. ""Science"", ""Science Signaling"", ""Science Translational Medicine"", ""Science Immunology"", ""Science Robotics"" and ""Science Advances"" are electronic publications with content focused on literature from all scientific fields and research areas. The AAAS electronic publications included in the subscription are necessary to allow the AFRL Library Council members (Arlington, VA, Edwards AFB, Eglin AFB, Fort Sam Houston, Kirtland AFB, Rome Research Site, and Wright-Patterson AFB) to support the AFRL mission to ""lead the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces."" Access to the AAAS electronic publications enhances the broad access to scientific research that is crucial to the work done at the Air Force Research Laboratory and Air Force Institute of Technology. The American Association for the Advancement of Science (AAAS) has exclusive legal copyright to its interfaces and publications, requiring the transfer of copyright from the authors of each article it publishes. These sources are vital to the users of the AFRL libraries, and to the effectiveness of the technical database. The market research did not provide for any known replacement of the curated content provided by AAAS. The proposed sole source is the only known source capable of providing the supplies for this requirement. Without this sole source acquisition the AFRL libraries' users and staff will not have access to critical, one of a kind content. This notice of intent is not a request for competitive quotations.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.� The Government will consider responses received within 6 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603.� If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply.� A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� � Contractors should be aware of the following information: Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above.
