- N0016421SNB12 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � BINOCULAR NIGHT VISION DEVICE (BNVD) Spare White Phosphor Image Tubes� FSC � 5855 � NAICS 334511 Issue Date: 2 December 2020 � Closing Date: 16 December 2020 - 2:00 PM EDT This RFI is being posted to BETA SAM page located at http://www.beta.sam.gov. BETA SAM is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the BETA SAM site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC), Crane Division, Crane, IN intends to increase the contract ceiling of N00164-17-D-JQ21, a Fixed-Price (FP) Indefinite-Delivery Indefinite-Quantity (IDIQ), to L3 Technologies, Inc. 9 Akria Way, Londonderry, NH 03053 (Cage Code: 0B107) on an Other Than Full and Open Competition basis for Spare White Phosphor Image Tubes supporting sustainment of the AN/PVS-31 series Binocular Night Vision Device (BNVD). This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Government is seeking information from companies mitigating the sole-source basis listed above. Furthermore, the Government is seeking companies with the capabilities and facilities to produce Spare White Phosphor Image Tubes for the AN/PVS-31 BNVD. All interested parties are encouraged to submit company and product literature, a white paper no longer than five pages, and/or other pertinent information. Responses should include a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary cost estimate, production units, production quantity breaks and a lead-time of the solution. If necessary, responses should include a detailed explanation as to why the Government should not procure this effort on a sole source basis as stated above and /or identify other Government contracts with similar efforts for the Government(s) consideration. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
