REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT Defense Logistics Agency � Aviation LTC project for TF-33 � PROGRAM OVERVIEW Defense Logistics Agency (DLA) Aviation is seeking information to determine support options for the attached list of National Stock Numbers (NSNs).� DLA Aviation�s intention is to leverage best practices and implement a solution which: Reduces the administrative lead time (ALT) and effort required to source low cost items. Increases on-time delivery of material. Utilizes Small Business Manufacturers to the maximum extent possible. Improves support to the warfighter. � Scope of Project: Please see attachment 1 for a projected list of NSNs included in this project as the initial and total population. The technical data is available from DLA but will not be released until the solicitation is posted on DIBBs. Known associated part numbers are included on attachment 1 for reference.� DLA is looking for a contract solution to maximize NSNs on Long Term Contract (LTC), which may include multiple awards. Awards may be made to Manufacturers, Distributors, and/or Integrators, depending on the response received from this RFI. � Anticipated Scope Item delivery directly to DLA depots (DD). Select and manage a pool of awardees with the capability and capacity to provide the required NSNs on demand. Data management, to include experience with interoperability with industry partners and government systems. � RFI Questions: (Please answer in detail) Please describe the commerciality of the attached list of items.� Can commercial best practices be utilized to support this population?� If able, please annotate in the initial population spreadsheet if you consider the item to be commercial off the shelf, commercial of a type, or non-commercial. What advantages / disadvantages do you see in combining? Please indicate if your firm is a manufacturer, non-manufacturer, deal/distributor, or other. If you are not a manufacturer, please identify any written agreements or formal relationships with others to acquire and supply the NSNs identified in the attachment. Does your firm have the capability to price items in a 45-60 day period?� How many NSNs can you price within 30, 45, or 60 days? Does your firm have any manufacturing or delivery order processing constraints?� If so, please advise what constraints currently exist. What do you envision as the major risk areas associated with this effort and how would you mitigate against those mentioned risks? Please describe your experience and ability to meet quality and special testing requirements including, not but limited to, Certificate of Quality Compliance, Product Verification Testing, Production Lot Testing, and First Article Testing. Indicate your firm�s business size. What quality assurance processes and test qualification practices does your company employ?� Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise)? Does your company qualify for a small business sub-category? (i.e., 8A, HUBZone, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business) Would you be willing to enter a long-term contract?� If so, for what period can you support firm-fixed pricing?� 5 years?� Would you recommend options? What type of contract do you consider to be best suited for an effort of this magnitude? What is the maximum number of years you would recommend for the total life of the contract? What method of price adjustment would you accept? (i.e., Fixed priced option periods) If an Industry Day or Pre-Solicitation Conference were scheduled in Richmond, VA, would your firm participate?� If Video Teleconferencing (VTC) preferred?� Please recommend your preferred communication exchange method. � Response to this market survey: This RFI is being released solely for information, market research, and planning purposes. It does not constitute an RFP or a promise to issue an RFP in the future. This Market Survey/RFI does not commit DLA to contract for any supply or service. DLA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that DLA will not pay for any information or administrative cost incurred in response to this Market Survey/RFI. All costs associated with responding to this Market Survey/RFI will be solely the responding party's expense. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
